Μαζική ανεργία, επισφαλείς συνθήκες εργασίας, κοινωνική απαλλοτρίωση και προϊούσα αποδόμηση των δημοκρατικών δικαιωμάτων σκεπάζουν σαν μαύρα σύννεφα το ουρανό της Ευρώπης. Με την εμφάνιση της παγκόσμιας οικονομικής κρίσης, οι τάσεις αυτές εντάθηκαν. Με την εφαρμογή των προγραμμάτων λιτότητας, οι ήδη υφιστάμενες ανισότητες μεταξύ των χωρών-μελών της Ευρωπαϊκής Ένωσης της Κεντρικής Ευρώπης και των χωρών της ευρωπαϊκής περιφέρειας διευρύνθηκαν ακόμη πιο πολύ. Η Ευρωζώνη και η Ευρωπαϊκή Ένωση απειλούνται ήδη με διάλυση[1].

Τί συνέβη;

Τα αίτια αυτής της εξέλιξης θα πρέπει να αναζητηθούν μεταξύ άλλων στις αρχές της δεκαετίας του΄70, και συγκεκριμένα στην περίοδο 1971-1973,  όταν η αμερικανική διοίκηση αποφάσισε την άρση της υποχρέωσης μετατροπής του δολαρίου των ΗΠΑ σε χρυσό και την κατάργηση του συστήματος του Μπρέτον Γουντς (1944), γεγονός που προκάλεσε διεθνώς πληθωριστικές τάσεις τεράστιων διαστάσεων.

Οι τότε Ευρωπαίοι ηγέτες θέλησαν να αποφύγουν τις συνέπειες αυτής της εξέλιξης, εισάγοντας έναν μηχανισμό συναλλαγματικών ισοτιμιών, ο οποίος και μετεξελίχθηκε το 1979 σε Ευρωπαϊκό Νομισματικό Σύστημα (ΕΝΣ) με βασικό νόμισμα το γερμανικό μάρκο.

Η θέσπιση σταθερών συναλλαγματικών ισοτιμιών είχε σαν στόχο τη σταθεροποίηση της διαδικασίας της ευρωπαϊκής ολοκλήρωσης στη βάση της γερμανο-γαλλικής συμμαχίας καθώς και τη δημιουργία ενός νομισματικο-πολιτικού αντίπαλου δέους στην παγκόσμια επικυριαρχία των Ηνωμένων Πολιτειών της Αμερικής.

           Προκειμένου να υλοποιηθούν αυτές οι στρατηγικής σημασίας αποφάσεις διεθνούς  κεφαλαίου, τα βάρη φορτώθηκαν στις πλάτες της εργατικής τάξης και των φτωχών κοινωνικών στρωμάτων των χωρών-μελών της Ευρωπαϊκής Ένωσης. 

Καθώς το νέο καθεστώς συναλλαγματικής ισοτιμίας δεν συνοδεύτηκε από ενέργειες ομοιογενοποίησης των συνθηκών εργασίας, εναρμόνισης της κοινωνικής και οικονομικής πολιτικής μεταξύ των χωρών-μελών της Ε.Ε., αλλά ούτε και από την όποια προσπάθεια αναδιοργάνωσης του όλου συστήματος στο πνεύμα μιας Ευρωπαϊκής Ομοσπονδίας, είχε σαν αποτέλεσμα την επιδείνωση της κρίσης, ιδιαίτερα στις χώρες της ευρωπαϊκής περιφέρειας.

Τα ισοζύγια πληρωμών τινάχθηκαν στον αέρα. Οι δυνατότητες των χωρών-μελών της Ε.Ε., να εξισορροπήσουν αμοιβαία τα ελλείμματα και τα πλεονάσματά τους, εφαρμόζοντας συγκεκριμένα  μέτρα νομισματικής πολιτικής σε εθνικό επίπεδο, ήταν ιδιαίτερα περιορισμένες.

Έτσι, οι χώρες χαμηλής ανταγωνιστικότητας προχώρησαν στην λήψη περιοριστικών μέτρων κοινωνικής και δημοσιονομικής πολιτικής. Η εποχή του κοινωνικού κεϋνσιανισμού της μεταπολεμικής περιόδου, αντικαταστάθηκε από το ριζοσπαστικό νεοφιλελευθερισμό της μείωσης των μισθών και μεροκάματων, της αποδόμησης του κοινωνικού κράτους και της ιδιωτικοποίησης των δημόσιων αγαθών.

          Μετά την προσάρτηση της Λαϊκής Δημοκρατίας της Γερμανίας (DDR) στην Ομοσπονδιακή Δημοκρατία της Γερμανίας (BRD), η ενωμένη Γερμανία εξελίχθηκε σε  κυρίαρχη ευρωπαϊκή οικονομική δύναμη.  Έκτοτε, οι ελίτ της εξουσίας έκαναν το παν, για να υπονομεύσουν κάθε προσπάθεια αποκατάστασης της ισορροπίας μεταξύ των εταίρων τους στην Ε.Ε..

Τα κριτήρια σύγκλησης  του Συμφώνου του Μάαστριχ εξανάγκασαν τις χώρες-μέλη της Ε.Ε. να εφαρμόσουν αυστηρά μέτρα κρατικού προϋπολογισμού και πολιτικής των επιτοκίων.

Η ιδρυθείσα το 1998 Ευρωπαϊκή Κεντρική Τράπεζα (ΕΚΤ) ευθυγραμμίστηκε πλήρως με την Γερμανική Ομοσπονδιακή Τράπεζα (Deutsche Bank), εφαρμόζοντας και η ίδια αυστηρές πολιτικές ελέγχου των τιμών και περιορισμού της ποσότητας του κυκλοφορούντος χρήματος.

Η εισαγωγή του ενιαίου νομίσματος που ακολούθησε αμέσως μετά, ενίσχυσε το καθεστώς σκληρής νομισματικής πολιτικής, το οποίο εξασφάλιζε υπέρ το δέον σημαντικά πλεονεκτήματα στις ανταγωνιστικά ισχυρές εθνικές οικονομίες του κεντρικού ευρωπαϊκού πυρήνα, σε βάρος των χωρών της ευρωπαϊκής περιφέρειας.

          Υπό αυτές τις συνθήκες, η Γερμανία κυρίως προχώρησε στην ενίσχυση του νέο-εμποροκρατικού της προσανατολισμού (νέο-μερκαντιλισμός), τον οποίο και εφάρμοζε ήδη από τη δεκαετία του ΄50. Ακολούθησε, με άλλα λόγια, πολιτική χαμηλών μισθών, προκειμένου να ενισχύσει τις εξαγωγές της.

Απέναντι σε αυτήν την πολιτική εξαγωγών ντάμπινγκ, οι χώρες της περιφέρειας της Ε.Ε. αδυνατούσαν να αντιδράσουν. Η νέο-εμποροκρατία των χωρών του ευρωπαϊκού πυρήνα με επίκεντρο τη Γερμανία, είχε σαν αποτέλεσμα την δημιουργία δομικών ανισοτήτων, οι οποίες όχι μόνον παρέμειναν αλλά και ενισχύθηκαν, λόγω των περιορισμών που επέβαλλαν οι ευρωπαϊκές συμβάσεις.

Η παγκόσμια οικονομική κρίση αποκάλυψε ωστόσο πλήρως τις υφιστάμενες ανισότητες. Οι χώρες της ευρωπαϊκής περιφέρειας βρέθηκαν αντιμέτωπες με μια  άνευ προηγουμένου ύφεση, η οποία και συνεχίζει να υφίσταται μέχρι και σήμερα, ενώ, αντίθετα, στις χώρες  του ευρωπαϊκού πυρήνα επικράτησε, τουλάχιστον βραχυπρόθεσμα, μια τάση σταθεροποίησης, η οποία και μετεξελίχθηκε τελικά και η ίδια σε στασιμότητα της οικονομίας.

Αυτή η αρνητική μακροοικονομική εξέλιξη εξανάγκασε τα διευθυντικά όργανα της Ε.Ε. που ελέγχονται από τη Γερμανία, να πάρουν μέτρα τα οποία και ενέτειναν την κρίση.

Ενίσχυσαν την πολιτική  περιοριστικών μέτρων, εξαναγκάζοντας, σε συνεργασία με το Διεθνές Νομισματικό Ταμείο («Τρόϊκα»), τις χώρες της ευρωπαϊκής περιφέρειας να εφαρμόσουν προγράμματα λιτότητας που οδήγησαν στην περεταίρω μαζικοποίηση της ανεργίας και στην εξαθλίωση ευρύτατων κοινωνικών στρωμάτων.

Παράλληλα  με τις επιταγές λιτότητας, τα μέτρα σταθεροποίησης (Ευρωπαϊκό Σύμφωνο Σταθερότητας κλπ.) είχαν ως στόχο τη συνέχιση της εκμετάλλευσης των οικονομικά ασθενέστερων κοινωνικών τάξεων και στρωμάτων προς όφελος των δανειστών του δημόσιου και ιδιωτικού τομέα.

Μέσω  μιας καλοστημένης μονόπλευρης προπαγάνδας των Μέσων Μαζικής Ενημέρωσης, τα συμπτώματα της κρίσης-ιδιαίτερα η αύξηση του δημόσιου χρέους-μετονομάστηκαν σε αίτια της κρίσης, προκειμένου να δικαιολογήσουν την περεταίρω ριζοσπαστικοποίηση της ανακατανομής του πλούτου από τα κάτω προς τα πάνω, από τους φτωχούς προς τους πλούσιους.

Πώς συνέβη αυτό;

Τίθεται, λοιπόν, το ερώτημα, σε τι οφείλεται αυτή η καταστροφική εξέλιξη. Υπάρχουν, ουσιαστικά, δύο  ερμηνείες.

Α. Σύμφωνα με την πρώτη ερμηνεία, η νέο-εμποροκρατική (νέο-μερκαντιλιστική)  πολιτική που εφάρμοσαν οι χώρες του ευρωπαϊκού πυρήνα, η οποία και έδινε προβάδισμα στο εξαγωγικό εμπόριο και στους χαμηλούς μισθούς, συνδέθηκε με την ανάδειξη της Ευρώπης σε ιμπεριαλιστική υπερδύναμη.

Αποφασιστικής σημασίας από γεω-στρατηγική και γεω-οικονομική άποψη ήταν το ιστορικό άνοιγμα του 1990/91, τουτέστιν η προσάρτηση της Λαϊκής Δημοκρατίας της Γερμανίας (DDR) στην Ομοσπονδιακή Δημοκρατία της Γερμανίας.

Σε σύγκριση με τις ανακατατάξεις της ίδιας περιόδου στις χώρες της ανατολικής και νοτιο-ανατολικής Ευρώπης, η διάλυση της Λαϊκής Δημοκρατίας της Γερμανίας συνέβαλε τα μέγιστα στην κατάρρευση της Σοβιετικής Ένωσης και των χωρών του Συμφώνου της Βαρσοβίας (RGW).

Κατά τη διείσδυση των πρώτων ημερών στο κενό εξουσίας που προέκυψε με τη διάλυση της Σοβιετικής Ένωσης,  τα όργανα της Ευρωπαϊκής Ένωσης είχαν καταρχήν βοηθητικό ρόλο.

Οι «σοκ-θεραπείες» της ελεύθερης αγοράς που εφαρμόστηκαν αμέσως μετά την  κατάρρευση, ήταν κυρίως έργο των Ηνωμένων Πολιτειών και της Μεγάλης Βρετανίας, ενώ ακολούθησαν, με κάποια καθυστέρηση, τα διευθυντικά όργανα της Ε.Ε. : Με την προς ανατολάς επεκτατική πολιτική, η περιοχή αυτή περιήλθε τελικά υπό τον έλεγχο των χρηματο-οικονομικών  συγκροτημάτων  και των μεγάλων επιχειρήσεων του ευρωπαϊκού πυρήνα.

          Η εξέλιξη αυτή επαναλήφθηκε κατά τη δεκαετία του ΄90 και στα Βαλκάνια. Στη Ομοσπονδιακή Δημοκρατία της Γιουγκοσλαβίας, οι, λόγω της οικονομικής κρίσης της περιόδου 1973-1982, αυξανόμενες ανισότητες οδήγησαν σε μαζικές κοινωνικές και πολιτικές συγκρούσεις, οι οποίες και εξελίχθηκαν τελικά σε εθνο-πολιτικά αποσκιρτιστικά κινήματα, τα οποία και οδήγησαν σε ένα άνευ προηγουμένου άγριο εμφύλιο πόλεμο.

Η Γερμανία και η  Αυστρία πήραν το μέρος των αποσχισθέντων, πολιτική την οποία εφάρμοσαν άμεσα και τα διευθυντικά όργανα της Ε.Ε.. Αντί να συμβάλουν με  ουδέτερα προγράμματα  βοήθειας στην αποφυγή των δραματικών εξελίξεων, έριχναν με τη στάση τους λάδι στη φωτιά.

Η επίθεση του ΝΑΤΟ στη Γιουγκοσλαβία, το Μάρτιο του 1999, έβαλε τέλος στην ευρωπαϊκή μεταπολεμική περίοδο, αφήνοντας πίσω της εθνικά «αποκαθαρμένα» κρατίδια. Έτσι, άνοιξε ο δρόμος, για να συμπεριληφθεί και η νοτιοανατολική Ευρώπη στους σχεδιασμούς της Ευρωπαϊκής Ένωσης.

Η Ε.Ε. εξελίχθηκε σε υπερδύναμη με «μετακινούμενα σύνορα»,  τα οποία ήδη από τη δεκαετία του ΄90 και εντεύθεν επιτηρούνται και κλείνονται ερμητικά (Καθεστώς Σένγκεν), εμποδίζοντας την άφιξη προσφύγων και ανεπιθύμητων μεταναστών/στριών στις χώρες-μέλη  της Ε.Ε..

Β. Η δεύτερη ερμηνεία σχετίζεται με τις αλλαγές που  συνοδεύουν στο θεσμικό πολιτικό επίπεδο τη μετάβαση των χωρών-μελών της Ε.Ε. σε καθεστώς αποπληθωριστικής πολιτικής χαμηλών μισθών, διάλυσης του συστήματος κοινωνικής ασφάλειας και  εκχώρησης του ελέγχου των δημόσιων αγαθών στους μεγιστάνες του πλούτου.

H εξέλιξη αυτή έλαβε χώρα, σε τελευταία ανάλυση, γιατί στηρίχθηκε και από εκείνο το φάσμα κομμάτων που κάποτε ανήκαν στο χώρο της επίσημης Αριστεράς, όπως  σημαντικά ρεύματα της  Σοσιαλδημοκρατίας, των Ευρωκομουνιστών και των κομμάτων των Πρασίνων.

Πρωτεργάτες στην αλλαγή πορείας από τον κοινωνικό κεϋνσιανισμό στο ριζοσπαστικό νεοφιλελευθερισμό, ήταν τα σοσιαλδημοκρατικά κόμματα της νότιας Ευρώπης.

Ακολούθησε η αποστασιοποίηση των Ευρωκομουνιστών από τους εργατικούς αγώνες και τα κοινωνικά κινήματα αυτής της περιόδου, συμβάλλοντας έτσι στην εμπέδωση των προγραμμάτων λιτότητας στις εθνικές τους οικονομίες.

Δέκα χρόνια περίπου αργότερα, την ίδια στάση υιοθέτησαν και τα κόμματα των Πρασίνων που προέκυψαν από τα νέα κοινωνικά κινήματα.  Αρχές της νέας χιλιετίας  ακολούθησαν τελικά και τα σοσιαλδημοκρατικά κόμματα του ευρωπαϊκού πυρήνα, ιδιαίτερα η γερμανική Σοσιαλδημοκρατία καθώς και το βρετανικό Εργατικό Κόμμα, πιστό στις επιταγές της Μάργκαρετ Θάτσερ.

          Η παλινόρθωση της ελεύθερης αγοράς χωρίς όρους είχε δραματικές κοινωνικές και πολιτικές συνέπειες. Μια και είχε την υποστήριξη της επίσημης Αριστεράς,  προκάλεσε βαριές ζημιές σε όλο το φάσμα των κριτικά σκεπτόμενων των ευρωπαϊκών κοινωνιών, από τις οποίες, μόλις τώρα άρχισαν να συνέρχονται. Δεύτερον, η παλινόρθωση αυτή είχε σαν αποτέλεσμα, τα δύο τρίτα των κοινωνιών στις χώρες-μέλη της Ε.Ε. να στερηθούν την πολιτική τους εκπροσώπηση εντός της έμμεσης Δημοκρατίας. Οι αντιπροσωπευτικές κοινοβουλευτικές δομές, μαζί και οι πολιτικοί τους φορείς, απώλεσαν παντελώς τις βάσεις νομιμοποίησής τους.

Τρίτον,  η εξέλιξη αυτή έδωσε τη δυνατότητα στις συντηρητικές πτέρυγες των κυρίαρχων ελίτ, να εμφανιστούν ως η «καλύτερη» παραλλαγή του εξουσιαστικού συστήματος, αφού η οικονομική παλινόρθωση είχε την ουσιαστική στήριξη και του πάλαι ποτέ φάσματος των αριστερών κομμάτων.

Κατόρθωσαν, με λαϊκίστικα κόλπα, να προσδέσουν στο άρμα τους ένα μέρος των οικονομικά ασθενέστερων κοινωνικών τάξεων, στο βαθμό που αυτές δεν είχαν ήδη βρει καταφύγιο σε υπέρ-εθνικιστικές φασιστικές οργανώσεις, αυξάνοντας έτσι σε σημαντικό βαθμό την εκλογική τους δύναμη. Έκτοτε είναι δύσκολο να ξεχωρίσει κανείς εύκολα, έστω και κατά προσέγγιση, τι είναι «Αριστερά» και τι «Δεξιά».

Τι μπορούμε να κάνουμε;

           Λόγω των δραματικών επιπτώσεων των προγραμμάτων λιτότητας στους πολιτικούς θεσμούς, το ερώτημα σχετικά με τις πιθανές εναλλακτικές λύσεις τίθεται πλέον επιτακτικά.

          Καταρχήν μια σύντομη ματιά στο δημόσιο διάλογο και στις εναλλακτικές προτάσεις, οι οποίες και συζητούνται ευρέως, με αφορμή τα προγράμματα λιτότητας, στις ευρωπαϊκές χώρες του νότου που συμμετέχουν στην Ευρωζώνη. Επί τάπητος υπάρχουν τρεις διαφορετικές προτάσεις :

  1.           Πρώτον, εθελοντική έξοδο από την Ευρωζώνη μαζί και από την Ε.Ε. των εθνικών οικονομιών (Ελλάδα, Ιταλία κλπ.), επιστροφή στο εθνικό νόμισμα, κρατικοποίηση του χρηματοπιστωτικού τομέα και η υλοποίηση ενός προγράμματος ανασυγκρότησης της εθνικής οικονομίας.
  2.           Δεύτερον, διακοπή των προγραμμάτων λιτότητας, αναστολή πληρωμής χρεών, κρατικοποίηση του χρηματοπιστωτικού τομέα, άμεση έναρξη διαπραγματεύσεων για ουσιαστική διαγραφή του χρέους, χωρίς να εγκαταλείψουν την Ευρωζώνη. Την άποψη αυτή εκφράζει κυρίως ο συνασπισμός της ριζοσπαστικής Αριστεράς (ΣΥ.ΡΙΖ.Α) στην Ελλάδα.
  3.           Τρίτον, η ταυτόχρονη έξοδος  των χωρών-μελών της Ε.Ε. της νότιας Ευρώπης από την Ευρωζώνη, η αποδοχή ενός νέου ομαδικού νομίσματος και η συγκρότησή τους  σε μια ενιαία  πολιτικά εμπεδωμένη Οικονομική Ένωση.

          Κατά την άποψή μας, και οι τρεις περιπτώσεις παρουσιάζουν σοβαρά μειονεκτήματα και εγκυμονούν μεγάλους  κινδύνους.

Εθελοντική έξοδος από την Ευρωζώνη θα σήμαινε «σοκ-θεραπεία» από τα αριστερά. Λόγω της διεθνούς απομόνωσης, θα οδηγούσε σε σύντομο χρονικό διάστημα αναπόφευκτα σε οικονομική κατάρρευση, σε λιμοκτονία και πισωγύρισμα στην κατηγορία των υπανάπτυκτων χωρών.

Η πρόταση του ΣΥ.ΡΙΖ.Α είναι κατά την άποψή μας μη υλοποιήσιμη. Μια οικονομία της περιφέρειας από μόνη της δεν είναι σε θέση να αντισταθεί στην πίεση των χωρών του πυρήνα που θα ασκηθεί επάνω της από τα Όργανα της Ευρωπαϊκής Επιτροπής.

Η ταπείνωση θα ήταν αναπόφευκτη. Ακόμη και αν υπήρχε δυνατότητα συγκρότησης ενός ενιαίου  μετώπου του ευρωπαϊκού Νότου, σύμφωνα με τις δικές μας εκτιμήσεις, δεν θα διέθετε το απαραίτητο οικονομικό και πολιτικό δυναμικό, για να μπορέσει να αντισταθεί μεσοπρόθεσμα στη διεθνή απομόνωση και τον ανταγωνισμό.

          Αξίζει να σημειωθεί ότι παρόμοιες επιλογές για την αντιμετώπιση της κρίσης κυκλοφορούν και στις χώρες του ευρωπαϊκού πυρήνα. Με τη διαφορά ότι εκεί, οι επιλογές αυτές εκφράζουν τις  εθνικιστικές συντηρητικές πτέρυγες του κατεστημένου. Οι επιδιώξεις τους είναι κάθετα αντίθετες με αυτές της Αριστεράς, τα μέτρα νομισματικής  πολιτικής που προτείνουν αντικατοπτρίζουν ωστόσο την ίδια λογική.

          Όμως, πώς θα μπορούσε  αυτή η πρόταση να είναι μια πειστική προοπτική; Κατά την άποψή μας, η προοπτική αυτή θα έπρεπε να ικανοποιεί τέσσερις αποφασιστικής σημασίας προϋποθέσεις:

  1. Καταρχήν θα έπρεπε να εκφράζει και να συνδέεται με τη μαζική κοινωνική αντίσταση  ενάντια στη μεταβίβαση των συνεπειών της κρίσης στις πλάτες των οικονομικά ασθενέστερων κοινωνικών τάξεων, πρακτική που εφαρμόστηκε και επικράτησε τα τελευταία χρόνια σε πολλές χώρες-μέλη της Ε.Ε..
  2. Δεύτερον, θα όφειλε να ανταποκρίνεται στις υλικές ανάγκες όσων ζουν κάτω από το όριο της φτώχειας, των εργατών και των μεσαίων κοινωνικών στρωμάτων.
  3. Τρίτον, θα έπρεπε να προτείνει αποφασιστικής σημασίας ανακατατάξεις σε όλους τους τομείς της κοινωνικής, οικονομικής, πολιτικής και  πολιτιστικής ζωής και να τις συνδέει με συγκεκριμένες σκέψεις και προτάσεις για μια Ομοσπονδιακή Δημοκρατική Ευρώπη.
  4. Τέταρτον, θα όφειλε να αποκτήσει διασυνδέσεις με τα κοινωνικά κινήματα σε παγκόσμιο επίπεδο, τερματίζοντας έτσι την ευρωκεντρική εξουσιαστική πολιτική.

Μόνον όταν υλοποιηθούν τα τέσσερα αυτά κριτήρια, θα καταλήξουμε σε μια πειστική εναλλακτική προοπτική, η οποία και θα άρει επιτέλους τους αποκλεισμούς στην κοινωνική αντίσταση και θα ανοίξει το δρόμο για μια νέα ριζοσπαστική αναστροφή των κοινωνικών αγώνων.

          Ακολούθως,  σκιαγραφούμε τα βασικά σημεία ενός υλοποιήσιμου προγράμματος δράσης, το οποίο, και θα έχει ως αφετηρία τους αμυντικούς στόχους της μαζικής  κοινωνικής αντίστασης, τουτέστιν την άρση των προγραμμάτων λιτότητας, την αναστολή πληρωμής των χρεών και την εφαρμογή σειράς μέτρων για την αντιμετώπιση της υποβόσκουσας μαζικής φτώχειας και εξαθλίωσης:

1) Μέτρα για την αντιμετώπιση των ενδο-ευρωπαϊκών ανισοτήτων και  γενικά της κρίσης στην Ευρώπη:

Η υλοποίηση αυτών των μέτρων προϋποθέτει τον εκ βάθρων εκδημοκρατισμό και τη μετατροπή των συμμετεχόντων θεσμών σε αφοσιωμένα εργαλεία της υπό δημιουργία Ευρωπαϊκής Ομοσπονδίας, ώστε οι δραστηριότητές τους να μην υπόκεινται στον έλεγχο του χρηματιστηριακού καπιταλισμού:

  • Μεταφορά όλων των δημόσιων και ιδιωτικών χρεών που υπερβαίνουν ένα συγκεκριμένο ποσό, σε μια ευρωπαϊκή υπηρεσία εξυπηρέτησης και απόσβεσης του χρέους (χρεωλυτικό κεφάλαιο/εξοφλητικό απόθεμα), με απώτερο στόχο το «κούρεμα» του χρέους σε βάρος των δανειστών.
  • Έκδοση ενιαίων ευρο-ομολόγων.
  • Μετατροπή του Ευρωπαϊκού Συμφώνου Σταθερότητας  σε ένα Oμοσπονδιακό Σύστημα Clearing, στο οποίο οι χώρες-μέλη της Ε.Ε. θα μεταφέρουν ένα σημαντικό μέρος των πλεονασμάτων του ισοζυγίου πληρωμών.

Μετά την υλοποίηση αυτών των άμεσων μέτρων, οι δομικές ενδο-ευρωπαϊκές ανισότητες θα εκλείψουν, εφόσον, βέβαια, εφαρμοστούν τα ακολούθως προτεινόμενα μέτρα, χωρίς ωστόσο να υπάρξει ανάγκη λήψης επιπρόσθετων μέτρων. Με τον τρόπο αυτό θα απολέσει τη σημασία του το αμφιλεγόμενο πολυσυζητημένο πρόβλημα του ενιαίου ευρωπαϊκού νομίσματος, καθώς θα αποτελεί πλέον καθαρό μέσο λογιστικού συμψηφισμού και πληρωμών.

2) Ομοιογενοποίηση των συνθηκών εργασίας, των  ωρών εργασίας και των αποδοχών σε ευρωπαϊκό επίπεδο :

Μείωση της ταχύτητας και των ρυθμών εργασίας. Σημαντική μείωση  του χρόνου εργασίας με πλήρη εξίσωση μισθού. Ακύρωση του ανοίγματος της ψαλίδας μεταξύ μισθών και μεροκάματων σε αναλογία 1:10 και αργότερα σε 1:5 με παράλληλη βελτίωση των κατώτερων μισθών και μετάβαση σε γραμμικού τύπου μισθολογικές αυξήσεις.

3)Αποκατάσταση της κοινωνικής συνοχής, ασφάλειας και αξιοπρέπειας:

Πρώτα  επιμέρους βήματα θα μπορούσαν να είναι ένα Πανευρωπαϊκό Σύστημα Κοινωνικής Ασφάλειας και η αύξηση του συντελεστή κοινωνικής βοήθειας και  Γενικής Κοινωνικής Βασικής Προστασίας, ενσωματωμένου στη δημοτική και περιφερειακή αυτοδιοίκηση.

4) Ανακατανομή του κοινωνικού πλούτου από τα πάνω προς τα κάτω:

Ουσιαστική αύξηση της φορολόγησης του κεφαλαίου, πανευρωπαϊκή εισαγωγή φόρου επί της περιουσίας, προοδευτική επιβολή φόρου κληρονομίας, μεταβίβαση κληρονομιών δισεκατομμυρίων σε δημοτικά κοινωνικά και πολιτιστικά  ταμεία,  ουσιαστική αύξηση του φόρου για το ανώτερο ένα τρίτο των εισοδημάτων και μόνιμη  επιβολή φόρου συναλλαγών για όλες τις  κεφαλαιοαγορές.

5) Παρεμπόδιση της φυγής κεφαλαίων και κοινωνικοποίηση των επενδύσεων :

Θέσπιση ελέγχων της κίνησης κεφαλαίων στη μεταβατική περίοδο, κοινωνικοποίηση όλων των στρατηγικής και νευραλγικής  σημασίας για την οικονομία τομείς, όπως λ.χ. οι μεγάλες τράπεζες, τα Συγκροτήματα Μέσων Μαζικής Επικοινωνίας, καθώς και των ιδιαίτερα σημαντικών τομέων της οικονομίας, όπως Τεχνολογίες Πληροφορικής και Επικοινωνίας, παροχής ενέργειας και μεταφορών και βέβαια όλες τις πολυεθνικές επιχειρήσεις στον τομέα των εξαγωγών.

Και, τέλος, αποκέντρωση και περιφερειοποίηση  του συνόλου της οικονομίας, με τελικό  στόχο τη μεταβίβασή της στην τοπική αυτοδιοίκηση.

6) Επαναοικειοποίηση  των δημόσιων αγαθών.

Κοινωνικοποίηση όλων των εκμεταλλεύσεων υποδομών και διανομής στο επίπεδο της Ένωσης Δήμων και Κοινοτήτων, περιέλευση του Συστήματος Υγείας, των νοσοκομείων και του Εκπαιδευτικού Συστήματος  υπό τον έλεγχο και την  κυριότητα των Δήμων. Κοινωνικοποίηση του Διαδικτύου, των ψηφιακών Μέσων και όλων των επιστημονικο-τεχνικών καινοτομιών. 

7) Οι κατακτήσεις των περασμένων δεκαετιών του  νέου Γυναικείου Κινήματος απειλούνται, με την εμφάνιση της κρίσης, από την αύξηση της ανδρικής επιθετικότητας, τη σεξουαλική κακοποίηση και εκμετάλλευση και την ενδοοικογενειακή βία. Γι΄αυτό και είναι απαραίτητη η άμεση λήψη αποφασιστικών μέτρων.

Προτείνουμε, τα μέτρα αυτά να είναι επικεντρωμένα στη  ανάγκη υλικής και συνάμα κοινωνικής αναβάθμισης των επαγγελματικών τομέων στους οποίους εργάζονται παραδοσιακά ως επί το πλείστον γυναίκες  (αμειβόμενη και μη αμειβόμενη εργασία αναπαραγωγής).

Με βάση αυτή τη λογική,  η εξίσωση των γυναικών με τους άνδρες θα πρέπει να επιβληθεί σε όλα τα επίπεδα της κοινωνικής, οικονομικής, πολιτικής και πολιτιστικής ζωής    και να καταστεί μη αναστρέψιμη.

8) Εντατικοποίηση της περιβαλλοντικής πολιτικής :

Αντικατάσταση των αποτυχημένων προσπαθειών της αγοράς να ενσωματώσουν τις οικολογικές συνέπειες της αξιοποίησης φυσικών πόρων στο κοστολόγιο των επιχειρήσεων αλλά και του συνόλου της οικονομίας (εμπορευματοποίηση της εκπομπής τοξικών ουσιών κλπ.).

Επιπλέον επιτάχυνση της οικολογικής αναδιάρθρωσης των διαδικασιών παραγωγής και αναπαραγωγής, ιδιαίτερα στην αγροτική οικονομία και την κτηνοτροφία. Μείωση του όγκου μεταφορών και της κατανάλωσης ενέργειας μέσω της επιβράδυνσης και της περιφεριοποίησης.

 9) Κατάργηση της Συμφωνίας του Σένγκεν :

Το Καθεστώς  ρύθμισης των συνόρων θα πρέπει να καταργηθεί πάραυτα και να διαλυθούν οι  παραστρατιωτικές δομές («Frontex») και οι τράπεζες δεδομένων.

Συγχρόνως θα πρέπει να καταργηθούν όλοι  οι συναρτώμενοι με τις παραπάνω δραστηριότητες ενδο-ευρωπαϊκοί  θεσμοί των διακρίσεων και του εκφοβισμού  των προσφυγικών και μεταναστευτικών κινημάτων (στρατόπεδα περιορισμού, περιορισμός της ελεύθερης κυκλοφορίας κλπ.)  .

Είναι αυτονόητο ότι  τα παραπάνω προγράμματα δράσης απαιτούν πολιτικές δεσμεύσεις :

Απαιτείται ένα νέο πολιτικό σύνταγμα δεσμευτικού χαρακτήρα. Αυτό προϋποθέτει,, κατά την άποψή μας, την υπέρβαση του έθνους-κράτους.

Δεν είναι δυνατόν να προκύψει μέσα από τις σημερινές δομές της Ε.Ε., γιατί αυτές εκφράζουν μια ιεραρχικά συντονισμένη ομάδα εθνικών κρατών, η οποία στερείται της απαραίτητης κοινωνικής νομιμοποίησης. Αντίθετα, το πρότυπο οργάνωσης που προτείνουμε, στηρίζεται στις αρχές της άμεσης δημοκρατίας, η οποία ξεπερνά τα ελλείμματα του κοινοβουλευτικού κομματικού συστήματος και υπακούει στους κανόνες της οικουμενικότητας της ανθρώπινης ύπαρξης και των ανθρωπίνων δικαιωμάτων.

Πέραν αυτού, το πρότυπο της άμεσης δημοκρατίας οφείλει να λάβει υπόψη του και να συνυπολογίσει την ιστορικά εξελιχθείσα πολιτιστική πολλαπλότητα της γηραιάς Ηπείρου, της Ευρώπης.

Γι΄αυτό και προτείνουμε το σχήμα μιας Ομοσπονδιακής Δημοκρατίας της Ευρώπης, αφού στους κόλπους της διαλυθούν τα υφιστάμενα εθνικά κράτη, διατηρώντας ωστόσο  την πολιτιστική τους ταυτότητα.

Πρόκειται, λοιπόν, για καθεστώς άμεσης δημοκρατίας και ως εκ τούτου θα είναι δομημένο από τα κάτω προς τα άνω. Θα πρέπει, ωστόσο, να υπάρξουν τέσσερα μεταξύ τους διασυνδεδεμένα λειτουργικά επίπεδα: Κοινότητες και Ενώσεις Δήμων και Κοινοτήτων, Καντόνια, περιφέρειες – Βαλκάνια, Κεντρική και ανατολική Ευρώπη, Μεσογειακές Χώρες κλπ..- και η ίδια η Ομοσπονδία.

Σε αυτά τα τέσσερα επίπεδα θα επιμερίζονται τα δημόσια έσοδα, ανάλογα με τη στάθμιση των επιμέρους συντελεστών.

Προέχει, ωστόσο, ως προς την διάθεση των πηγών, η εγγύηση ότι θα κατευθύνονται προς τα ιδιαίτερα σημαντικά λειτουργικά επίπεδα βάσης καθώς και η εξασφάλιση ότι η Ευρωπαϊκή Ομοσπονδία δεν θα έχει πλέον ανάγκη τα εμβλήματα κλασικής ιμπεριαλιστικής και εθνικοκρατικής εξουσίας-Στρατός, στρατιωτικο-βιομηχανικό σύμπλεγμα, επιθετική εξωτερική πολιτική κλπ..- Επιπροσθέτως, στο ομοσπονδιακό σύνταγμα θα πρέπει  να κατοχυρωθεί η γενική επιταγή του αφοπλισμού και της ειρήνης.

Αυτό το πρόγραμμα δραστηριοτήτων είναι δυνατόν να εφαρμοστεί με επιτυχία, μόνον  τότε,  όταν έχει ως φόντο τις συγκεκριμένες διαδικασίες μάθησης της κοινωνικής αντίστασης καθώς και των αναπτυσσόμενων τομέων της εναλλακτικής οικονομίας και με βάση αυτές τις εμπειρίες αυτοελέγχεται, αυτοδιορθώνεται  και αναπτύσσεται περαιτέρω.

Προς τον σκοπό αυτό είναι απαραίτητες πρωτοβουλίες, μακριά από τη λογική των πολιτικών κομμάτων και από κάθε είδος πρωτοποριακή αξίωση. Οφείλει να λειτουργήσει ως ένα δίκτυο αυτοπροσδιοριζόμενων και αυτόβουλων δρώντων υποκειμένων, τα οποία αναφέρονται στο συγκεκριμένο πρόγραμμα δραστηριοτήτων, με σκοπό την εμπέδωση σε όλες τις περιοχές της Ευρώπης του συνδέσμου «Ευρώπη της ισότητας». Κάνουμε έκκληση στα ενεργά μέλη της κοινωνικής αντίστασης, στους πρωταγωνιστές της εναλλακτικής οικονομίας, στα αριστερά αντιπολιτευτικά ρεύματα των συνδικάτων και των κομμάτων καθώς και στους κριτικά στρατευμένους διανοούμενους της Ευρώπης, να ενισχύσουν αυτή μας την πρωτοβουλία με πράξεις και δημιουργικές προτάσεις.

Η ευρωπαϊκή παρακαταθήκη της αντιφασιστικής Αντίστασης

Οι προτάσεις αυτές δεν είναι ούτε μοναδικές αλλά ούτε  ανιστόρητες. Σχετίζονται με τις προγραμματικές δηλώσεις πολλών αριστερών σοσιαλιστικών αντιστασιακών ομάδων, οι οποίες, στις αρχές  της δεκαετίας του ΄40 έκοψαν τους δεσμούς τους με τα καταστροφικά συστήματα κανόνων των εθνικών κρατών και επέλεξαν το δρόμο μιας Ομοσπονδιακής Δημοκρατικής Ευρώπης.

Δεν χρειάζεται να επισημάνουμε ότι αντιγράφομε τα οράματά τους, μια και ο κόσμος καθώς και η Ευρώπη έχουν υποστεί τα περασμένα εβδομήντα χρόνια σημαντικές αλλαγές.

Μπορούμε, ωστόσο, με σιγουριά να πάρουμε ως αφετηρία, ότι η σημερινή Ευρώπη λόγω των διαδικασιών εξαθλίωσης και των αυταρχικών δομών της είναι το κατ΄εξοχήν αντίθετο, από αυτό για το οποίο οι αντιστασιακές οργανώσεις της εποχής εκείνης πολέμησαν το φασισμό στην υπό γερμανική κατοχή Ευρώπη. Επικαλούμαστε αυτήν την παρακαταθήκη και φιλοδοξούμε να της δώσουμε νέο περιεχόμενο και νέα προοπτική, την προοπτική μιας Oμοσπονδιακής Ευρώπης της Iσότητας.-

Συχρόνως, δημοσιεύεται σε όλες σχεδόν τις γλώσσες της Ευρώπης και συζητιέται έντονα σε περιοδικά, εφημερίδες, τηλεοράσεις και ραδιόφωνα. Στόχος είναι “να υπάρξει μια πανευρωπαϊκή συζήτηση με θέμα την κρίση και το τι μέλει γενέσθαι!” όπως τονίζει ο Ζήσης Παπαδημητρίου*, εφόσον “για ό,τι συμβεί στη χώρα μας, είμαστε κι εμείς υπεύθυνοι, αν δεν αντιδράσουμε σθεναρά στις καταστροφικές επιλογές του άθλιου πολιτικού μας συστήματος”.

Proclamation for an Egalitarian Europe

Europe today is overshadowed by mass unemployment, precarious jobs, welfare cuts and the increasing rollback of democratic rights. These tendencies have been intensified since the beginning of the Great Recession. The austerity programmes have aggravated them even more and have increased the imbalances between the core areas and countries of the periphery. Meanwhile, the Eurozone and the EU threaten to break apart.1
 
What on Earth has happened?
 
The root causes of this misery stretch in part back to the 1970s. When the US Administration abolished gold convertibility of the US dollar and abolished the Bretton Woods system, it set off a worldwide ‘Great Inflation.’ The executive bodies of the European Community wanted to evade this development. They introduced a currency union which they then extended in 1979 to a ‘European Monetary System’ whereby the German Mark in practice functioned as the leading currency. Through the introduction of fixed exchange rates the European integration process, based on the Franco-German alliance, was to be stabilised and a monetary alternative to the global hegemonic power of the USA built up.
 
The lower social classes of the member countries had to pay a high price for these strategic accords. Since the new exchange rate mechanism did not go hand in hand with measures to standardise working conditions, harmonise social and economic policy and reconstruct political systems in the direction of a European federation, there arose some seriously undesirable social and regional developments. The balance of payments span out of equilibrium, but the member states of the European Community, however, had only a limited  capability to offset their mutual deficits and surpluses by means of monetary policy. The upshot was that the countries in a weaker competitive position went over to more restrictive social and fiscal policies. The era of social Keynesianism was superseded by a radical market strategy of lowering wages, welfare cuts and privatisation of public goods.
 
With the entry of the German Democratic Republic into the West German Federal Republic Germany rose to become the dominant European economic nation. Its ruling elites have since then undermined every initiative on the part of the European partner countries to re-establish the balance. The convergence criteria of the Maastricht Agreement forced all member countries to follow a rigid budgetary and interest rate policy. The 1998 founded European Central Bank oriented itself totally to the German Central Bank (Bundesbank), committing itself  likewise to a restrictive quantity of money and price policy.  The single currency introduced shortly afterwards turned the European Union completely into a hard currency regime, securing for the strongly competitive national economies of the core European zone enormous advantages to the detriment of the peripheral countries.
 
Within this framework it was above all Germany that radicalised the neo-mercantilist orientation that it had already practised since the 1950s. It went over to an export-driven low-wage policy. From this resulted exports being sold at dumping prices and there was nothing that the peripheral countries of the European Union above all could do about it. The neo-mercantilism of the core countries grouped around Germany led to the development of structural imbalances which were made permanent by the restrictive framework of the EU treaties.
 
This malfunction has been remorselessly revealed by the Great Recession. The countries of the periphery have fallen into a deep depression that continues to this day. In the core countries, on the other hand, there occurred a short-term stabilisation process that in the meantime has also turned into stagnation. The executive bodies of the EU, dominated as they are by Germany, have reacted to this negative macroeconomic development with measures that have deepened the crisis. They have intensified their restrictive policies and, together with the IMF (the so-called ‘Troika’), have been forcing austerity programmes upon the countries of the periphery which have led to a further rise in mass unemployment, to drastic impoverishment and to the demoralisation of wide sections of society. What is  meant by the  stabilisation measures which have begun in parallel to the savings programmes is the stabilisation of the exploitation of the subaltern classes in favour of public and private creditors. To justify the radical process of redistribution from below to above the symptoms of crisis, particularly the rise in government debt, have been reinterpreted as the causes of the crisis, with the help of a one-sided media propaganda campaign.
 
How could it happen?
 
The question of how it could have come to such a catastrophic development poses itself.  We can see essentially two approaches to an explanation. The first one implies that the reason for the priority granted in practice to the export-oriented and low-wage neo-mercantilist policies is to be found in the simultaneous rise of Europe to an imperialist superpower. For this the strategic window of 1990/91 was of decisive importance. In 1990 there was the entry of the GDR into the Federal Republic of Germany. This event meant even more for the demise of the Soviet Union and the COMECON countries than the upheavals in the East-Central and South-East European countries that occurred at the same time. With their immediate leap into the power-vacuum the executive bodies of the European Community at first played only a secondary role:  the radical market ‘shock therapies’ that were immediately initiated were pushed forward above all under the influence of the USA and UK. Afterwards, though, the executive bodies of the EU had their turn: as a consequence of the incipient eastwards expansion of the EU the leading financial and industrial concerns of the core European zone brought the terrain under their control.
 
This development repeated itself in the course of the 1990s on the Balkans. In the Yugoslav Federation the extremely heightened imbalances caused by the global economic crisis of 1973 to 1982 had led to massive social and political conflicts that turned more and more into ethno-political secession movements and finally into a bloody civil war. Here Germany and Austria took the side of the secessionists and soon brought the EU executive bodies into line behind them. Instead of calming the dramatic developments through neutral aid programmes, they poured petrol on the flames.  The subsequent NATO attack on Yugoslavia in March 1999 ended the post-war period in Europe and left behind a number of ethnically-cleansed small states. Now even Southern Europe could be drawn into the radius of the European Union. The Europe of the EU advanced to a superpower with ‘wandering borders’ that became ever more closely controlled  and sealed over the course of the 1990s, in order to keep refugees and unwanted economic migrants at a distance.
 
The second explanatory approach relates to the upheavals within the institutional-political level that had effected the transition of the EU member states to deflationary low-wage policies, to the dismantling of social welfare systems and to the placing of public goods at the disposal of the owners of capital.  In the end this development was only possible because it was also promoted by a spectrum of parties that had earlier belonged to the Left. Significant tendencies of the institutional Left, such as Social-Democracy, the Eurocommunists and the Greens were involved in this. At first the southern European social-democratic parties completed the change of course from welfare Keynesianism to the doctrines of a radical market society. After that the Eurocommunists distanced themselves from the labour struggles and social movements of these years and supported the austerity policies that consolidated their respective national economies. A mere ten years later the Green parties that had emerged from these new social movements also completed this about-turn. At the beginning of the new Millennium the social-democratic parties of the core countries also finally followed the new general line of the European road to capitalist restructuring, especially German Social-Democracy and the British Labour Party committed to the course of Margaret Thatcher.
 
This radical Restoration of the market had disastrous social and political consequences. Since it was also supported by the institutional Left, it inflicted grave damage on the whole range of critically-minded elements in European society from which they are only just beginning to recover. Secondly, another consequence was that two-thirds of the societies of the EU member states lost their political representation within the indirect democracy; the representative parliamentary structures, together with their political classes, have largely forfeited the social basis of their legitimation. Thirdly, this allowed the conservative wing of the ruling elites to present themselves as the ‘moderate’ variant of the regulation system, for after all, the economic Restoration was essentially supported by the whole range of former Left parties. This enabled such ‘moderate conservatives’ to bind sections of the lower classes to them through populist orchestrations of feeling, insofar as these classes did not immediately run over to the extreme nationalist/fascist organisations and furnish these with what was in some cases a considerable mass base of support. Since then it has become difficult to distinguish even approximately between ‘Left’ and ‘Right’ in any plausible way within the political institutions.
 
What can we do?
 
The dramatic effects of the austerity programmes on political institutions mean that the question of workable alternatives has become urgent.
 
Taking a brief look at the debate on the alternatives which has taken place above all in the Eurozone periphery countries since the implementation of the austerity programme, we can see that three main concepts have been put forward for discussion:
 
Firstly, the withdrawal of that particular national economy (Greece, Italy, etc.) from the Eurozone and the EU, the reintroduction of a national currency, nationalisation of the banks and the initiation of a programme of national reconstruction.
 
Secondly, halting the austerity programme, pronouncement of a debt moratorium, nationalisation of the financial services sector and opening of negotiations over far-reaching debt reduction without leaving the Eurozone at the same time. This conception has been advocated above all by the Greek radical Left coalition Syriza.
 
Thirdly, the common withdrawal of the Mediterranean member states out of the Eurozone, the introduction of a new currency for this bloc and the construction of the Southern Zone as a politically based economic union.
 
In our opinion all three proposals contain grave disadvantages and considerable dangers. A unilateral withdrawal from the Eurozone would be a ‘shock therapy from the Left’, leading within a very short time to economic collapse from international isolation, to hunger catastrophe and falling back into the ranks of the developing countries. On the other hand the Syriza conception appears unrealistic to us: a single peripheral national economy is unable to assert itself against the dictates of the EU executive bodies backed by the core countries. A humiliating walk back into the fold would be unavoidable. However, even a Mediterranean bloc on our estimation would not have the necessary economic-political potential at its disposal to assert itself in the medium-term against isolation and competition at the international level.
 
Characteristically enough options like these for overcoming the crisis are also on the table in the core countries. There, however, they are advocated by the national conservative wing of the Establishment. The intentions aimed at thereby are contrary, but the monetary policy measures put forward are mirror images of one another.
 
What, in contrast to these options, would a believable perspective look like? In our opinion it would have to satisfy four decisive requirements. In the first place it should orient itself towards the mass resistance that has developed and consolidated itself in recent years in many EU countries to the charging of the crisis costs to the poorer social classes. Secondly, it should take into account the material interests of all layers of the subaltern classes – working and lower-middle classes.  Thirdly, it should put forward a decisive transformation in all areas of social, economic and cultural life and bind these to deliberations on a federal democratised Europe. And fourthly, it should forge links worldwide with social movements in order to end the era of Eurocentric power politics. Only if these four criteria are met do we arrive at a believable alternative that lifts the blockade against social resistance and sets in motion a radical about-turn.
 
In what follows we sketch out the features of a feasible 9-point action programme starting from the defensive positions of mass social resistance, that is a halt to the austerity programmes, a debt moratorium and presupposes first aid to alleviate the rampant spread of wholesale impoverishment.
 

  1. Measures to overcome the inner-European imbalances and the Euro crisis.

These presuppose the fundamental democratisation and reorganisation of all participatory institutions into loyal instruments of the emerging European Federation, meaning that their operations will be untouched by the influence of finance capital. Transfer of all public and private debt above a yet to be defined ratio to a European sinking-fund in order to carry through an extensive cut in debt, the losses to be chargeable to the creditors. Issue of uniform Eurobonds by the European Central Bank. Conversion of the European stability mechanism into a European Clearing System into which countries pay a considerable portion of their balance of payments surpluses. Upon effecting these emergency measures the structural inner-European imbalances will disappear, as shown in the 9-point action programme below, without the need for additional intervention. The heated controversy currently taking place around the European single currency also loses its significance through these measures, because the currency will be reduced to a mere means of account and payment.   
 
(2) Standardisation of conditions of work, working time and remuneration at the European level: slowing down of the pace and rhythm of work. A radical reduction in the hours of work without loss of pay. Closing of the income gap to a ratio of 1:10 and later 1:5 while at the same time raising the minimum wage, and a transition to linear wage increases. 
 
(3)Reinstatement of social welfare and dignity: Europe-wide implementation of universal health insurance, raising of benefit levels and pensions as first partial steps. From this starting point the development of a system of basic universal social security, to be integrated into local and regional authorities.  
 
(4) Redistribution of social wealth from above to below: marked increase in capital taxes, Europe-wide reintroduction of wealth taxes, progressive taxation of inheritances and the transfer of inheritances worth millions to local cultural and social funds, marked increase of the top third of income taxes and permanent establishment of  a transactions tax, to be raised on  all capital markets.
 
(5) Prohibition of capital flight and the socialisation of investment: introduction of controls on capital movements in the first transition phase, socialisation of all key strategic sectors – major banks, media concerns, key areas for the economy as a whole such as information and communication technology, energy supply and transport and shipping – as well as all multinationals operating in the export sector.  Subsequent decentralisation and regionalisation of the entire economy for transfer to autonomous social administration particularly at the municipal and regional level.
 
(6) Reappropriation of public goods: socialisation of all infrastructure providers and public utilities at the level of  local government and local government associations, localisation of health service provision, hospitals and education. Socialisation of the Internet, digital media and all scientific and technical innovations.
 
(7) Gender equality. The successes of the Women’s Movement in recent decades are under threat since the onset of the crisis from the increase in male aggression, sexual exploitation and domestic violence.  Determined measures are called for. Our proposal is to focus first of all on the material and social upgrading of those occupations in which women have always predominated (unpaid and underpaid reproductive labour).  On this basis the equality of women at all levels of social, economic, political and cultural life is to be enforced and made irreversible.  
 
(8) Intensification of environmental policy: replacement of the failed free-market attempts at  regulation (emissions trading, etc.) by the inclusion of all costs ensuing from the ecological  consequences of the exploitation of natural resources into both business and macroeconomic cost accounting. Acceleration of the ecological conversion of production and reproduction processes, particularly in agriculture and animal husbandry. Reduction in transport volumes and energy use by deceleration and regionalisation.
 
(9) Abolition of the Schengen border regime.
The Schengen Agreement on border controls needs to be abolished without delay and its paramilitary infrastructure  (‘Frontex’) and database system dissolved. Likewise all the inner-European institutions that in this context are involved in deterring and discriminating against the movement of refugees and migrants are to be relinquished.
 
It goes without saying that the cornerstones of this action programme require a common element connecting them politically. Only a new political constitution could provide the programme with the coherence it demands. In our opinion the only approach in question would be a post nation-state one. It cannot be developed from the structures of the European Union, because these represent a hierarchically organised group of nation-states lacking sufficient social legitimation.

Our model on the other hand is oriented according to the principles of direct democracy, overcoming the democratic deficit of the parliamentary party system and committed to the norms of universal social and other human rights including the right to a livelihood. Furthermore, this model will have to take into account the enormous, historically evolved cultural diversity of the old continent. Our proposal, then, is for a Federal Republic of Europe into which the existing member states dissolve themselves. It is to be constituted on the basis of grass-roots democracy and to be constructed from the bottom up. Four interlinked functional levels need to be distinguished: local authority and local authority association, cantons, regions – the Balkans, East-Central Europe, Mediterranean, etc. – and the Federation itself. Public revenues would be distributed at these four levels according to their weighting, whereby the priority allocation of resources would be guaranteed to the lower functional levels that are particularly important for democratic autonomy, while at the same time the Federation would have permanently to renounce the trappings of classic-imperialist and national power – army, military-industrial complex, aggressive foreign policy, etc. Moreover, a general law of disarmament and peace is to be anchored in the federal constitution.
 
This action programme only stands a chance if it engages with the concrete learning processes of social resistance as well as with the emerging sectors of the alternative economy, and continually develops and corrects itself  with the help of the experiences gained there.  This also requires social initiatives that do not orient themselves towards political parties and which waive every claim to be avant-garde.  Instead, and more importantly, they are to be a network of autonomous initiatives with independent responsibility that relate to the action programme and found an Association for Egalitarian Europe. We call upon the activists of social resistance, the protagonists of the alternative economy, the left-alternative tendencies of trade-unions and parties and Europe’s critically engaged intellectuals to support this initiative in word and deed.
 
The European legacy of antifascist resistance
 
These proposals are neither unique nor without history. They relate rather to the programmatic declarations of several left-socialist resistance groups that broke with the destructive national-state system of standards and values in the early 1940s, and declared for a Federal Republic of Europe. It goes without saying that we cannot draw on their vision without a break – for that the world and Europe have changed far too much in the past seventy years. However, we may safely proceed from the starting point that Europe today, with its impoverishment and authoritarian structures, crassly represents the  opposite of everything that these resistance groups in their day stood for and for which they took up the struggle against fascism and a Europe under German rule. It is upon this legacy that we draw in the attempt to fill it with new life.-

Aufruf für ein egalitäres Europa

Das Europa von heute wird durch Massenerwerbslosigkeit, prekäre Arbeitsverhältnisse, soziale Enteignung und den fortschreitenden Abbau demokratischer Rechte verdüstert. Seit dem Beginn der Weltwirtschaftskrise haben sich diese Tendenzen verstärkt. Sie sind durch die Austeritätsprogramme nochmals verschärft worden und haben die Ungleichgewichte zwischen der Kernzone und den Peripherieländern weiter vergrößert. Die Euro-Zone und die Europäische Union drohen inzwischen auseinanderzubrechen.[1]
 
Was ist geschehen?
 
Die Ursachen dieser Misere reichen teilweise bis in die frühen 1970er Jahre zurück. Als die US-Administration zwischen 1971 und 1973 die Goldeinlösungspflicht des US-Dollars aufhob und das System von Bretton Woods liquidierte, löste sie weltweit eine „Große Inflation“ aus. Dieser Entwicklung wollten sich die Leitungsgremien der Europäischen Gemeinschaft entziehen. Sie führten einen Wechselkursverbund ein und erweiterten ihn 1979 zu einem „Europäischen Währungssystem“, wobei die D-Mark als faktische Leitwährung fungierte. Durch die Einführung fest aufeinander bezogener Wechselkurse sollte der auf dem deutsch-französischen Bündnis begründete europäische Integrationsprozess stabilisiert und eine währungspolitische Gegenposition zur globalen Hegemonialmacht USA aufgebaut werden.
 
Für diese strategischen Festlegungen mussten die unteren Klassen und Schichten der Mitgliedsländer einen hohen Preis zahlen. Da das neue Wechselkursregime nicht mit Aktivitäten zur Standardisierung der Arbeitsbedingungen, zur Harmonisierung der Sozial- und Wirtschaftspolitik und zum Umbau des politischen Systems in Richtung einer europäischen Föderation einherging, kam es zu gravierenden sozialen und regionalen Fehlentwicklungen. Die Zahlungsbilanzen gerieten aus dem Gleichgewicht. Die Mitgliedsländer der Europäischen Gemeinschaft waren jedoch nur noch begrenzt in der Lage, ihre wechselseitigen Defizite und Überschüsse durch währungspolitische Maßnahmen auszugleichen. Infolgedessen gingen die wettbewerbsschwächeren Länder zu restriktiven sozial- und fiskalpolitischen Maßnahmen über. Die Ära des sozialen Keynesianismus wurde durch eine marktradikale Strategie der Lohnsenkungen, des Sozialabbaus und der Privatisierung der öffentlichen Güter abgelöst.
 
Nach dem Anschluss der DDR an die westdeutsche Bundesrepublik stieg Deutschland zur dominierenden europäischen Wirtschaftsnation auf. Ihre Herrschaftseliten unterliefen seither alle Initiativen der europäischen Partnerländer zur Wiederherstellung der Balance. Die Konvergenzkriterien des Maastricht-Vertrags zwangen alle Mitgliedsländer zu einer rigiden Budget- und Zinspolitik. Die im Jahr 1998 gegründete Europäische Zentralbank orientierte sich vollständig an der Deutschen Bundesbank und wurde wie diese zu einer restriktiven Geldmengen- und Preispolitik verpflichtet. Die kurze Zeit später eingeführte Einheitswährung machte die Europäische Union vollends zu einem Hartwährungsregime, das den wettbewerbsstarken Nationalökonomien der europäischen Kernzone extreme Vorteile zu Lasten der Peripherieländer verschaffte.
 
Unter diesen Rahmenbedingungen radikalisierte vor allem Deutschland seine schon seit den 1950er Jahren praktizierte neo-merkantilistische Orientierung. Es ging zu einer exportgetriebenen Niedriglohnpolitik über. Dem daraus resultierenden Exportpreis-Dumping hatten vor allem die Peripherieländer der Europäischen Union nichts entgegenzusetzen. Der Neo-Merkantilismus der um Deutschland gruppierten Kernländer führte zur Herausbildung struktureller Ungleichgewichte, die durch die restriktiven Rahmenbedingungen der EU-Verträge verstetigt wurden.
 
Durch die Weltwirtschaftskrise wurde diese Schieflage schonungslos offengelegt. Die Peripherieländer gerieten in eine schwere Depression, die bis heute anhält. In der Kernzone kam es dagegen zu einem kurzfristigen Stabilisierungsprozess, der inzwischen ebenfalls in eine Stagnation umgeschlagen ist. Auf diese negative makroökonomische Entwicklung reagierten die von Deutschland dominierten EU-Leitungsgremien mit krisenverschärfenden Maßnahmen. Sie intensivierten ihre Restriktionspolitik und zwangen den Peripherieländern zusammen mit dem Internationalen Währungsfonds („Troika“) Austeritätsprogramme auf, die zum weiteren Anstieg der Massenerwerbslosigkeit, zu drastischen Verelendungsprozessen und zur Demoralisierung breiter Gesellschaftsschichten geführt haben. Die parallel zu den Spardiktaten gestarteten Stabilisierungsmaßnahmen (Europäischer Stabilitäts-Mechanismus usw.) haben hingegen die Funktion, die Ausbeutung der subalternen Klassen zugunsten der öffentlichen und privaten Gläubiger zu verstetigen. Durch eine einseitige Medienpropaganda werden die Symptome der Krise – insbesondere der Anstieg der Staatsschulden – zu Krisenursachen umgedeutet, um den radikalisierten Prozess der Umverteilung von unten nach oben zu rechtfertigen.
 
Wie konnte es geschehen?
 
Es stellt sich die Frage, wie es zu dieser katastrophalen Entwicklung kommen konnte. Wir sehen dafür im Wesentlichen zwei Erklärungsansätze. Der erste besagt, dass der in den Ländern der Kernzone praktizierte Vorrang der exportorientierten und niedrigentlohnten neo-merkantilistischen Politik mit dem gleichzeitigen Aufstieg Europas zur imperialistischen Supermacht begründet wurde. Dabei war vor allem das strategische Zeitfenster von 1990/91 von entscheidender Bedeutung. Im Jahr 1990 kam es zum Anschluss der DDR an die Bundesrepublik Deutschland.
Dieses Ereignis stand noch stärker als die zeitgleichen Umbrüche in den ostmittel- und südosteuropäischen Ländern für den Untergang der Sowjetunion und des Blocks der RGW-Staaten. Bei dem sofortigen Vorstoß in das Machtvakuum spielten die Gremien der Europäischen Gemeinschaft zunächst nur eine Statistenrolle; die sofort einsetzenden marktradikalen „Schocktherapien“ wurden vor allem unter dem Einfluss der USA und Großbritanniens vorangetrieben. Danach aber kamen die EU-Leitungsgremien zum Zug: Im Gefolge der nun einsetzenden Ostexpansion brachten die führenden Finanzkonzerne und Großunternehmen der europäischen Kernzone das Terrain unter ihre Kontrolle.
 
Diese Entwicklung wiederholte sich im Verlauf der 1990er Jahre auf dem Balkan. In der Jugoslawischen Föderation hatten die durch die Weltwirtschaftskrise von 1973 bis 1982 extrem gesteigerten Ungleichgewichte zu massiven sozialen und politischen Konflikten geführt, die mehr und mehr in ethno-politische Sezessionsbewegungen und schließlich in einen grausamen Bürgerkrieg umschlugen. Dabei ergriffen Deutschland und Österreich die Partei der Sezessionisten und brachten alsbald auch die EU-Gremien hinter sich. Statt die dramatische Entwicklung durch neutrale Hilfsprogramme zu entschärfen, gossen sie Öl ins Feuer. Der anschließende NATO-Angriff auf Jugoslawien vom März 1999 beendete die europäische Nachkriegsphase und hinterließ eine Reihe ethnisch „gesäuberter“ Kleinstaaten. Nun konnte auch Südosteuropa in den Radius der Europäischen Union einbezogen werden. EU-Europa avancierte zu einer Supermacht mit „wandernden Grenzen“, die im Verlauf der 1990er Jahre immer stärker überwacht und abgedichtet wurden (Schengener Grenzregime), um Flüchtlinge und unerwünschte ArbeitsmigrantInnen auf Distanz zu halten.
 
Der zweite Erklärungsansatz bezieht sich auf Umbrüche innerhalb der institutionell-politischen Ebene, die den Übergang der EU-Mitgliedsländer zur deflationären Niedriglohnpolitik, zur Demontage der sozialen Sicherungssysteme und zur Unterwerfung der öffentlichen Güter unter die Verfügungsgewalt der Kapitalvermögensbesitzer bewirkt haben.
Diese Entwicklung war letztlich nur deshalb möglich, weil sie auch von einem Parteienspektrum getragen wurde, das früher einmal zur Linken gehört hatte. Wichtige Strömungen der institutionellen Linken – die Sozialdemokratie, die Eurokommunisten und die Grünen Parteien – waren dabei involviert. Zuerst vollzogen die sozialdemokratischen Parteien Südeuropas den Kurswechsel vom sozialen Keynesianismus zu den Doktrinen einer marktradikalen Gesellschaftsformierung. Danach distanzierten sich die südeuropäischen Eurokommunisten von den Arbeiterkämpfen und Sozialbewegungen dieser Jahre und unterstützten die austeritätspolitische Konsolidierung ihrer jeweiligen Nationalökonomien.
Ein knappes Jahrzehnt später vollzogen auch die aus den neuen Sozialbewegungen hervorgegangenen Grünen Parteien diese Kehrtwende. Zu Beginn des neuen Millenniums folgten schließlich auch die sozialdemokratischen Parteien der Kernzone – insbesondere die deutsche Sozialdemokratie und die dem Kurs Margaret Thatchers verpflichtete britische Labour Party – der neuen Generallinie des europäischen Wegs zur kapitalistischen Restrukturierung.
 
Diese marktradikale Restauration hatte verheerende soziale und politische Folgen. Da sie von der institutionellen Linken mitgetragen wurde, fügte sie dem gesellschaftskritischen Spektrum der europäischen Gesellschaften schwerwiegende Schäden zu, von denen es sich erst jetzt wieder zu erholen beginnt. Sie hatte zweitens zur Konsequenz, dass zwei Drittel der Gesellschaften der EU-Mitgliedsländer ihre politische Repräsentation innerhalb der indirekten Demokratie verloren; die repräsentativ-parlamentarischen Strukturen haben mitsamt ihren politischen Klassen ihre sozialen Legitimationsgrundlagen weitgehend eingebüßt.
Drittens wurde es den konservativen Flügeln der herrschenden Eliten ermöglicht, sich als die „moderatere“ Variante des Herrschaftssystems zu präsentieren, da die ökonomische Restauration wesentlich vom ehemals linken Parteienspektrum mitgetragen wurde. Sie banden Teile der unteren Klassen durch populistische Inszenierungen an sich, soweit diese nicht gleich zu den hypernationalistisch-faschistischen Organisationen überliefen und ihnen einen teilweise beträchtlichen Massenanhang verschafften. Seither ist es innerhalb der politischen Institutionen schwierig geworden, auch nur annähernd plausibel zwischen „Links“ und „Rechts“ zu unterscheiden.
 
Was können wir tun?
 
Aufgrund der dramatischen Auswirkungen der Austeritätsprogramme auf die politischen Institutionen ist die Frage nach tragfähigen Alternativen dringlich geworden.
 
Zunächst ein kurzer Blick auf die Alternativdebatten, die seit der Durchsetzung der Austeritätsprogramme vor allem in den Peripherieländern der Euro-Zone stattgefunden haben. Dabei wurden vor allem drei Konzepte erörtert:

Erstens der alleinige Austritt der jeweiligen Nationalökonomie (Griechenland, Italien usw.) aus der Euro-Zone und der Europäischen Union, die Wiedereinführung der Nationalwährung, die Verstaatlichung der Banken und die Inangriffnahme eines nationalen Wideraufbauprogramms.

Zweitens der Stopp der Austeritätsprogramme, die Verkündung eines Schuldenmoratoriums, die Verstaatlichung des Finanzsektors und die Aufnahme von Verhandlungen über einen weitreichenden Schuldenschnitt ohne gleichzeitigen Austritt aus der Euro-Zone. Dieses Konzept wird vor allem von der griechischen Koalition der radikalen Linken (Syriza) vertreten.

Drittens der gemeinsame Austritt der mediterranen Mitgliedsländer der Euro-Zone, die Einführung einer neuen Blockwährung und der Ausbau der Süd-Zone in eine politisch fundierte Wirtschaftsunion.

Bei allen drei Vorschlägen bestehen unseres Erachtens gravierende Nachteile und erhebliche Gefahren. Ein alleiniger Austritt aus der Euro-Zone wäre eine „Schocktherapie von links“: Er würde aufgrund der internationalen Isolierung innerhalb kürzester Zeit zum ökonomischen Kollaps, zu Hungerkatastrophen und zum Rückfall in die Gruppe der Entwicklungsländer führen. Das Syriza-Konzept erscheint uns hingegen unrealistisch: Eine einzelne periphere Nationalökonomie vermag sich nicht gegen ein durch die Kernzone gedecktes Diktat der EU-Gremien durchzusetzen. Der Gang nach Canossa wäre unvermeidlich. Aber auch ein mediterraner EU-Block verfügt nach unserer Einschätzung nicht über das erforderliche ökonomisch-politische Potenzial, um sich mittelfristig gegen die internationale Isolierung und Konkurrenz zu behaupten.

Bezeichnenderweise gibt es derartige Optionen zur Krisenüberwindung auch in den Ländern der Kernzone. Sie werden dort aber von den nationalkonservativen Flügeln des Establishments vertreten. Die damit verfolgten Absichten sind konträr, aber die vorgeschlagenen währungspolitischen Maßnahmen sind spiegelbildlich.
 
Wie könnte im Gegensatz dazu eine glaubwürdige Perspektive aussehen? Sie sollte unseres Erachtens vier entscheidenden Anforderungen genügen. Sie sollte sich erstens am sozialen Massenwiderstand gegen die Übertragung der Krisenkosten auf die unteren Klassen orientieren, wie er sich in den letzten Jahren in vielen EU-Ländern entwickelt und konsolidiert hat. Sie sollte zweitens den materiellen Interessen aller Schichten der subalternen Klassen – arbeitende Klassen und untere Mittelschichten – gerecht werden. Sie sollte drittens entscheidende Umwälzungen für alle Bereiche des gesellschaftlichen, wirtschaftlichen und kulturellen Lebens vorschlagen und mit Überlegungen zu einer föderativen Demokratisierung Europas verbinden. Und sie sollte viertens Verknüpfungen zu den weltweiten Sozialbewegungen herstellen, um die Ära der euro-zentristischen Machtpolitik zu beenden. Nur wenn diese vier Kriterien erfüllt sind, werden wir zu einer glaubwürdigen Alternative gelangen, welche die Blockaden des sozialen Widerstands aufhebt und eine radikale Kehrtwende in Gang bringt.
 
Im Folgenden skizzieren wir die Eckdaten eines möglichen Aktionsprogramms, das von den defensiven Zielstellungen des sozialen Massenwiderstands ausgeht, also den Stopp der Austeritätsprogramme, ein Schuldenmoratorium und erste Hilfsaktionen zur Behebung der grassierenden Massenverarmung voraussetzt.

(1) Maßnahmen zur Überwindung der binneneuropäischen Ungleichgewichte und der Euro-Krise: Sie setzen die grundlegende Demokratisierung und Umwandlung aller beteiligten Institutionen  in loyale Instrumente der entstehenden Europäischen Föderation voraus, sodass ihre Operationen der Einflussnahme durch die Akteure des finanzialisierten Kapitalismus entzogen sind: Überführung aller öffentlichen und privaten Schulden oberhalb einer zu definierenden Verschuldungsquote in einen europäischen Tilgungsfonds zur Durchsetzung eines weit reichenden Schuldenschnitts zu Lasten der Gläubiger. Ausgabe einheitlicher Eurobonds. Umwandlung des Europäischen Stabilitäts-Mechanismus in ein föderatives Clearingsystem, in das Länder erhebliche Teile ihrer Zahlungsbilanzüberschüsse abführen. Nach der Umsetzung dieser Akutmaßnahmen werden die strukturellen binneneuropäischen Ungleichgewichte durch die im Folgenden skizzierten Eckdaten verschwinden, ohne dass zusätzliche Eingriffe erforderlich werden. Auch das derzeit so heiß umstrittene Problem der europäischen Einheitswährung verliert dadurch seine Bedeutung, weil diese zu einem reinen Verrechnungs- und Zahlungsmittel zurückgestutzt wird.

(2) Standardisierung der Arbeitsbedingungen, Arbeitszeiten und Arbeitsentgelte auf europäischer Ebene: Entschleunigung des Arbeitstempos und der Arbeitsrhythmen. Radikale Reduktion der Arbeitszeit bei vollem Lohnausgleich. Zurücknahme der Spreizung der Lohn- und Gehaltsschere auf Proportionen von 1:10 und später 1:5 bei gleichzeitiger Anhebung der Mindestlöhne und dem Übergang zu linearen Lohnerhöhungen.

(3) Wiederherstellung der sozialen Sicherheit und Würde: Europaweite Durchsetzung einer allgemeinen Krankenversicherung, Aufstockung der Sozialhilfesätze und Altersrenten als erste Teilschritte. Davon ausgehend Entwicklung eines Systems der allgemeinen sozialen Grundsicherung, das in die kommunalen und regionalen Selbstverwaltungen integriert wird.

(4) Rückverteilung des gesellschaftlichen Reichtums von oben nach unten: Markante Anhebung der Kapitalsteuern, europaweite Wiedereinführung der Vermögensteuern, progressive Besteuerung der Erbschaften und Überführung millionenschwerer Erbschaften in kommunale Kultur- und Sozialfonds, markante Anhebung des oberen Drittels der Einkommensteuern und dauerhafte Etablierung einer Transaktionssteuer, die auf allen Kapitalmärkten erhoben wird.

(5) Verhinderung der Kapitalflucht und Sozialisierung der Investitionen: Einführung von Kapitalverkehrskontrollen in der ersten Umbruchsphase, Vergesellschaftung aller strategischen Schlüsselsektoren – Großbanken, Medienkonzerne, gesamtwirtschaftliche Schlüsselbereiche wie Informations- und Kommunikationstechnologie, Energieversorgung und Transportwesen – sowie aller multinational operierenden Unternehmen des Exportsektors. Anschließende Dezentralisierung und Regionalisierung der gesamten Wirtschaft zur Übernahme in gesellschaftliche Selbstverwaltung insbesondere auf kommunaler Ebene.

(6) Wiederaneignung der öffentlichen Güter: Vergesellschaftung aller Infrastruktur- und Versorgungsbetriebe auf der Ebene der Kommunen und Kommunalverbände, Kommunalisierung des Gesundheitsversorgung, der Krankenhäuser und des Bildungswesens. Vergesellschaftung des Internet, der digitalen Medien und aller wissenschaftlich-technischen Innovationen.

(7) Gleichheit der Geschlechter: Die in den vergangenen Jahrzehnten errungenen Erfolge der neuen Frauenbewegung sind seit Krisenbeginn durch die Zunahme männlicher Aggressivität, sexueller Ausbeutung und innerfamiliärer Gewalt bedroht. Entschiedene Maßnahmen sind deshalb geboten. Wir schlagen vor, diese zunächst auf die materielle und damit auch soziale Aufwertung jener Berufsfelder zu konzentrieren, in denen nach wie vor überwiegend Frauen tätig sind (unbezahlte und unterbezahlte Reproduktionsarbeit). Davon ausgehend sollte die Gleichstellung der Frauen auf allen Ebenen des sozialen, wirtschaftlichen, politischen und kulturellen Lebens durchgesetzt und unumkehrbar gemacht werden.

(8) Intensivierung der Umweltpolitik: Ersetzung der gescheiterten marktliberalen Regulierungsversuche (Emissionshandel usw.) durch die Einbeziehung aller ökologischen Folgekosten der Verwertung von Naturressourcen in die betriebs- und gesamtwirtschaftliche Kostenrechnung. Zusätzlich Beschleunigung des ökologischen Umbaus aller Produktions- und Reproduktionsprozesse, insbesondere in Landwirtschaft und Tierhaltung. Reduktion des Transportvolumens und Energieverbrauchs durch Entschleunigung und Regionalisierung.

(9) Liquidierung des Schengener Grenzregimes: Das Schengener Grenzregime ist unverzüglich zu liquidieren, seine paramilitärische Infrastruktur („Frontex“) und seine Datenbanksysteme sind aufzulösen. Parallel dazu sollten auch alle damit zusammenhängenden innereuropäischen Institutionen zur Diskriminierung und Abschreckung von Flüchtlings- und Migrationsbewegungen (Internierungslager, Beschränkung der Freizügigkeit usw.) aufgegeben werden.
 
Selbstverständlich benötigen die Eckpfeiler dieses Aktionsprogramms eine verbindende Klammer auf dem politischen Feld: Erst eine neue politische Verfassung vermittelt ihm die erforderliche Kohärenz. Dabei kommt unseres Erachtens nur ein post-nationalstaatlicher Ansatz in Frage. Er kann nicht aus den Strukturen der Europäischen Union entwickelt werden, weil diese eine hierarchisch koordinierte Gruppe von Nationalstaaten darstellt und über keine ausreichende gesellschaftliche Legitimation verfügt. Unser Modell orientiert sich dagegen an den Prinzipien der direkten Demokratie, welche die Defizite des parlamentarischen Parteiensystems überwindet und den Normen der universellen und sozialen Existenz- und Menschenrechte verpflichtet ist.

Darüber hinaus muss dieses Modell der enormen, historisch gewachsenen kulturellen Vielfalt des alten Kontinents Rechnung tragen. Wir schlagen deshalb das Projekt einer Föderativen Republik Europa vor, in die sich die bisherigen Mitgliedsstaaten auflösen. Sie wird basisdemokratisch verfasst sein und deshalb von unten nach oben aufgebaut werden. Dabei wären vier miteinander vernetzte Funktionsebenen zu unterscheiden: Kommunen und Kommunalverbände, Kantone, Regionen – Balkan, Ostmitteleuropa, Mittelmeerregion usw. – und die Föderation selbst. Auf diese vier Ebenen werden die öffentlichen Revenuen entsprechend ihrer Gewichtung verteilt. Dabei wäre die vorrangige Zuweisung der Ressourcen in die für die demokratische Selbstverwaltung besonders wichtigen unteren Funktionsebenen zu garantieren und zugleich sicherzustellen, dass die Föderation dauerhaft auf die Insignien klassisch imperialistischer und nationalstaatlicher Macht – Armee, militärisch-industrieller Komplex, aggressive Außenpolitik usw. – verzichten muss. Darüber hinaus sollte in der Föderationsverfassung ein generelles Abrüstungs- und Friedensgebot verankern werden.
 
Dieses Aktionsprogramm hat nur dann eine Chance, wenn es in die konkreten Lernprozesse des sozialen Widerstands sowie der sich entfaltenden Sektoren der alternativen Ökonomie eingeht und anhand der dort gemachten Erfahrungen fortlaufend korrigiert und weiter entwickelt wird. Dazu sind gesellschaftliche Initiativen erforderlich, die sich nicht an den politischen Parteien orientieren und auf jeglichen Avantgarde-Anspruch verzichten. Es sollte sich vielmehr um ein Netzwerk selbstbestimmt und selbstverantwortlich handelnder Initiativen handeln, die sich auf das Aktionsprogramm beziehen und in allen Regionen Europas eine Assoziation Egalitäres Europa begründen. Wir rufen die AktivistInnen des sozialen Widerstands, die ProtagonistInnen der Alternativökonomie, die linksoppositionellen Strömungen der Gewerkschaften und Parteien sowie die kritisch engagierten Intellektuellen Europas auf, diese Initiative mit Rat und Tat zu unterstützen.
 
Das europäische Vermächtnis des antifaschistischen Widerstands
 
Diese Vorschläge sind weder singulär noch geschichtslos. Sie können sich vielmehr auf die programmatischen Erklärungen mehrerer linkssozialistischer Widerstandsgruppen beziehen, die zu Beginn der 1940er Jahre mit den zerstörerischen Normensystemen des Nationalstaats brachen und sich für eine Föderative Republik Europa aussprachen. Selbstverständlich können wir nicht bruchlos an ihren Visionen anknüpfen – dafür hat sich die Welt und hat sich Europa in den vergangenen 70 Jahren zu sehr verändert. Aber wir können mit Sicherheit davon ausgehen, dass das Europa von heute mit seinen Verelendungsprozessen und autoritären Strukturen das krasse Gegenteil dessen darstellt, wofür diese Widerstandsgruppen seinerzeit den Kampf gegen den Faschismus und das deutsch beherrschte Europa aufgenommen hatten. Wir werden an diesem Vermächtnis anknüpfen und versuchen, es mit neuem Leben zu füllen.-

Appel pour une Europe solidaire et égalitaire

L’Europe traverse une période assombrie par le chômage de masse, des rapports de travail précaires, l’expropriation sociale et la dégradation progressive des droits démocratiques. Depuis le début de la crise économique mondiale, ces tendances se sont renforcées. Elles ont encore été aggravées par les multiples programmes d’austérité, ainsi toujours plus, elles ont agrandi les déséquilibres entre la zone centrale et les pays périphériques. En raison des conséquences dramatiques de ces programmes
d’austérité, la question des alternatives durables est devenue urgente.

Nous considérons problématiques les trois concepts souvent proposés pour un rapport axé sur l’avenir.

Le départ d’un état de la zone Euro et de l’Union européenne, la réintroduction de la monnaie nationale, l’étatisation des banques et le lancement d’un programme national de reconstruction.

L’arrêt des programmes d’austérité, l’annonce d’un moratoire de dettes, l’étatisation du secteur financier et l’ouverture de négociations pour une remise de dette considérable sans sortie simultanée de la zone euro.

La sortie commune des pays membres méditerranéens, l’introduction d’une nouvelle devise de ce bloc et l’expansion de la zone sud vers une union économique fondée politiquement.

Une thérapie de choc de gauche liée au premier concept aura inévitablement le collapse économique pour conséquence. Des négociations en vue d’une remise de dette importante sont irréalistes, et un bloc méditerranéen de l’UE ne peut pas se maintenir contre l’isolement et la concurrence international. Il est révélateur que des options similaires pour surmonter la crise se trouvent également dans les pays de la zone centrale. Leurs représentants sont des cercles national-conservateurs. Quant aux intentions
poursuivies par eux, elles vont dans la direction opposée, bien que les mesures en politique de devises soient les mêmes.

Ainsi des alternatives sont nécessaires. Pour une perspective crédible et prometteuse, nous considérons décisifs quatre dimensions :
L’orientation par la résistance sociale existante qui se dresse contre la répercussion des frais de la crise sur le bas.

L’alignement sur les intérêts matériels de toutes les classes inférieurs y compris les couches moyennes inférieurs. La combinaison des contre-initiatives dans tous les domaines de la vie sociale, économique et culturelle avec une démocratisation fédérative de l’Europe.

Les connexions avec les mouvements sociaux mondiaux afin de surmonter l’ère de la politique de puissance eurocentrée.

Les pierres angulaires du programme d’action esquissé par la suite partent des objectifs défensifs de la résistance sociale, c’est-à-dire du stop des programmes d’austérité, d’un moratoire des dettes et des premières mesures pour surmonter l’appauvrissement de masse qui se répand dans beaucoup de pays de l’Europe.

1. Le projet d’une République Fédérale Européene sert d’attache politique. Elle s’oriente aux principes de la démocratie directe, elle se constitue sur la démocratie de base et se construit du bas vers le haut. La diversité culturelle qui s’est développée historiquement doit cependant trouver sa place dans ce projet.

2. L’argent publique est distribué sur les quatre niveaux en réseau (communes, cantons, régions, fédérations) selon leur pondération.

3. Un commandement de paix et de désarmement général est ancré dans la constitution de la
fédération.

4. Mesures pour surmonter les déséquilibres intra-européens et la crise de l’euro. En fait partie le transfert en un fonds d’amortissement européen de toutes les dettes publiques et privées qui dépassent un certain quota pour imposer une remise de dettes importante à la charge des créanciers. S’y rajoute l’émission d’Euro bonds. Le mécanisme de stabilité européen sera transformé en un système de compensation fédératif dans lequel seront versés par les pays des parts importants des excédents dans les balances de paiement.

5. Standardisation des conditions de travail, des temps de travail et des revenus du travail à l’échelle européenne. La cadence et les rythmes du travail doivent être ralentis. Une réduction radicale du temps de travail sans perte de salaire est obligatoire; la fourchette des salaires doit être réduite d’abord à 1:10 et plus tard à 1:5. En même temps, le SMIC doit être augmenté et des augmentations de salaire linéaires doivent être imposées.

6. Rétablissement de la sécurité et dignité sociale. Comme premier pas, l’application d’une assurance maladie générale, l’augmentation du niveau des prestations sociales et des retraites sont nécessaires. Par la suite il s’agira de développer un système de base de la sécurité sociale.

7. Redistribution de la richesse de la société du haut en bas. Cela se fait par un fort relèvement des impôts sur les capitaux, la réintroduction des impôts sur la fortune partout en Europe, une imposition progressive sur les héritages, l’établissement d’un impôt sur toutes les transactions dans la circulation des capitaux ainsi que par un relèvement marqué des impôts sur le revenu du tiers supérieur.

8. Empêcher la fuite du capital et socialiser les investissements. Dans la première phase de mutation, des contrôles de la circulation de capitaux doivent être introduits accompagnés par la socialisation de tous les secteurs-clé stratégiques ainsi que de toutes les entreprises multinationales. Par la suite, il s’agira de décentraliser et régionaliser l’économie en sa totalité pour la reprendre en autogestion social.

9. Réappropriation des biens publics. Socialisation de toutes les entreprises d’infrastructure et d’approvisionnement au niveau des communes et des communautés urbaines,
communalisation des soins de santé, des hôpitaux et du système éducatif. Socialisation de l’internet et de toutes les innovations scientifiques et techniques.

10. Egalité des sexes. Depuis le début de la crise, l’agressivité masculine, l’exploitation sexuelle et la violence intrafamiliale ont augmenté. Des mesures décisives sont exigées. Celle-ci visent d’abord la valorisation matérielle et ainsi également sociale de ces secteurs professionnels dans lesquels principalement des femmes sont actives depuis toujours.

11. Intensification de la politique environnemental. Dans le calcul des coûts microéconomique et macroéconomique, les tentatives de régulation dans un marché libéral doivent être remplacées par l’intégration de tous les frais écologiques qui résultent de la valorisation des ressources naturelles. En outre, la transformation écologique de tous les processus de production et reproduction doit être accélérée, ainsi que la consommation énergétique et le volume des transports doivent être réduits.

12. Dissolution du régime frontalier de Schengen. Ce régime avec toute son infrastructure paramilitaire et ses systèmes de base de données doit être aboli.
Les premiers signataires espèrent que cet appel apportera une discussion au niveau européen, d’autres concrétisations des propositions ainsi que des processus d’apprentissage en rapport avec des futures actions larges et internationales contre la politique d’austérité néolibérale.

Ces propositions pour une Europe solidaire et égalitaire ne sont pas hors de l’histoire. Déjà au début des années 1940, plusieurs groupes de résistance de socialistes de gauche se sont prononcés en faveur d’une République Fédérative d’Europe. Même si l’Europe et le monde ont changé fortement, nous voulons renouer avec ce legs et lui redonner vie.-

En même temps, il est publié dans presque toutes les langues européennes et fait l’objet de débats animés dans les revues, les journaux, les chaînes de TV et les radios. Il est signé par un grand nombre de scientifiques éminents de tous les pays de l’UE et, en ce moment, est traduit dans plusieurs autres langues telles que le russe, le polonais, etc.

L’objectif est d’ “avoir un débat paneuropéen au sujet de la crise et de ce qu’il adviendra!” ainsi que souligne Zissis Papadimitriou*, puisque “nous sommes responsables de ce qui se passera dans notre pays, si nous ne réagissons pas fermement aux choix désastreux opérés par notre système politique”.

Proklamacja na rzecz egalitarnej Europy

Dzisiejsza Europa zmaga się z masowym bezrobociem, niepewną pracą, cięciami socjalnymi i narastającym kryzysem swobód demokratycznych. Tendencje te nasilają się od początków kryzysu gospodarczego. Programy oszczędnościowe tylko je pogłębiły oraz zwiększyły przepaść pomiędzy państwami centrum a krajami peryferyjnymi. Tymczasem strefa euro i Unia Europejska grożą rozpadem1.
 
Co takiego się stało?
 
Korzenie problemu sięgają po części lat 70. XX wieku. Wstrzymanie wymienialności dolara amerykańskiego na złoto i zniesienie systemu z Bretton Woods dało początek ogólnoświatowej „wielkiej inflacji”. Przywódcy Wspólnoty Europejskiej chcieli uniknąć tego zjawiska. Wprowadzili unię walutową, która w 1979 rozrosła się do „Europejskiej Unii Walutowej”, w której to marka niemiecka funkcjonowała de facto jako wiodąca waluta. Wprowadzenie stałych kursów walutowych ustabilizowało proces integracji europejskiej oparty na przymierzu francusko-niemieckim oraz pozwoliło zbudować alternatywę wobec światowego hegemona.
 
Niższe klasy społeczne państw członkowskich musiały zapłacić wysoką cenę za te strategiczne uzgodnienia. Ponieważ nowy mechanizm kursów walutowych nie szedł w parze z dążeniem do ujednolicenia warunków pracy, zharmonizowania polityki społecznej i gospodarczej oraz  przebudowy systemów politycznych w kierunku federacji europejskiej, doszło do powstania kilku wysoce niepożądanych zjawisk. Bilans płatniczy uległ zachwianiu, jednakże kraje członkowskie Unii miały ograniczoną zdolność zrównoważenia wzajemnych deficytów i nadwyżek za pomocą polityki walutowej. W efekcie kraje o niższej pozycji przeszły na bardziej restrykcyjne polityki społeczne i budżetowe. Era społecznego keynesizmu została wyparta przez radykalną strategię rynkową polegającą na obniżce wynagrodzeń, cięciach socjalnych i prywatyzacji dóbr publicznych.
 
Wraz z połączeniem Niemieckiej Republiki Demokratycznej i Republiki Federalnej Niemiec Niemcy urosły do pozycji dominującej gospodarki europejskiej. Jej elity rządzące zaczęły udaremniać wszelkie próby swoich europejskich partnerów zmierzające do przywrócenia równowagi. Zasady ujednolicenia, które przyniósł Traktat z Maastricht, zmusiły wszystkie państwa członkowskie do przyjęcia sztywnej polityki budżetowej i kursów wymiany. Powstały w 1998 roku Europejski Bank Centralny ukierunkował się całkowicie na Niemiecki Bank Centralny (Bundesbank), podobnie do niego angażując się w restrykcyjną ilość pieniędzy i politykę cenową. Wprowadzona wkrótce potem jedna waluta całkowicie zmieniła Unię Europejską w reżim systemu waluty złotej, zapewniając wysoce konkurencyjnym gospodarkom narodowym należącym do centrum strefy olbrzymią przewagę na niekorzyść krajów peryferyjnych.
 
W tym układzie to przede wszystkim Niemcy zradykalizowały neomerkantylistyczną orientację, którą wprowadzały w życie już od lat 50. Przeszła ona w politykę napędzaną eksportem, politykę niskich płac. Poskutkowało to sprzedażą towarów eksportowanych po cenach dumpingowych, wobec czego bezsilne były zwłaszcza peryferyjne kraje Unii Europejskiej. Neomerkantylizm państw centrum zgrupowanych wokół Niemiec doprowadził do rozwoju nierówności strukturalnych, które utrwaliły się za sprawą restrykcyjnej natury unijnych traktatów.
 
Kryzys bezlitośnie obnażył tę słabość. Kraje peryferyjne popadły w głęboką zapaść, która trwa do dziś. Z kolei w państwach centrum nastąpiła krótkotrwała stabilizacja, która później również przemieniła się w stagnację. Władze Unii, zdominowane przez Niemcy, zareagowały na  niekorzystny rozwój sytuacji makroekonomicznej posunięciami, które tylko pogłębiły kryzys. Zaostrzyły restrykcyjną politykę i wraz z IMF (tak zwaną „Trójką”) narzuciły krajom peryferyjnym programy oszczędnościowe, co doprowadziło do dalszego wzrostu powszechnego bezrobocia, drastycznego zubożenia i demoralizacji szerokich kręgów społecznych. W zabiegach stabilizacyjnych podjętych równolegle z programami oszczędnościowymi chodzi głównie o stabilizację wyzysku niższych klas na korzyść państwowych i prywatnych wierzycieli. Aby usprawiedliwić radykalny proces redystrybucji od dołu do góry, objawy kryzysu, a zwłaszcza wzrost zadłużenia państw, za pomocą jednostronnej kampanii medialnej zostały przedstawione jako jego przyczyny.
 
Jak do tego doszło?
 
Nasuwa się pytanie, jak mogło dojść do tak katastrofalnego rozwoju wypadków. Można wyróżnić dwa podstawowe podejścia do tego zagadnienia. Pierwsze zakłada, że przyczyn przewagi – w praktyce gwarantowanej – zorientowanej na eksport i niskie płace polityki neomerkantylistycznej, można się doszukać w jednoczesnym osiągnięciu przez Europę pozycji imperialistycznego supermocarstwa. Decydujące znaczenie miał tu strategiczny dogodny moment lat 1990/1991. W 1990 roku nastąpiło zjednoczenie Niemiec. Wydarzenie to znaczyło więcej dla upadku Związku Radzieckiego i krajów RWPG niż występujące w tym samym czasie przewroty w krajach Europy Środkowej i Południowo-Wschodniej. Powstałą w domenie władzy lukę natychmiast wypełnili przywódcy Unii Europejskiej, którzy jednak zrazu pełnili rolę drugorzędną. Zainicjowane z miejsca radykalne rynkowe „terapie szokowe” były forsowane przede wszystkim pod wpływem Stanów Zjednoczonych i Wielkiej Brytanii. Potem jednak nadeszła kolej na władze Unii: w wyniku rodzącej się ekspansji na wschód nowe tereny zostały podporządkowane finansowym i przemysłowym interesom państw centrum. 
 
Ten scenariusz powtórzył się w latach 90. na Bałkanach. W Socjalistycznej Federacyjnej Republice Jugosławii niezwykle rażące fluktuacje spowodowane globalnym kryzysem ekonomicznym lat 1973-1982 doprowadziły do potężnych konfliktów społecznych i politycznych, które z czasem przerodziły się w etno-polityczne ruchy separatystyczne, a wreszcie w krwawą wojnę domową. Niemcy i Austria opowiedziały się po stronie separatystów i wkrótce wciągnęły w konflikt władze Unii Europejskiej. Zamiast łagodzenia dramatycznych wydarzeń neutralnymi programami pomocy, dolewali oni oliwy do ognia i wzięli udział w wojnie NATO przeciwko Jugosławii w 1999 roku. Po kilku miesiącach wojna zakończyła się klęską i rozpadem Republiki Jugosławii na kilka czystych etnicznie państewek. Teraz również Europa Południowa mogła zostać wciągnięta w orbitę Unii Europejskiej. Europa awansowała do pozycji supermocarstwa o „wędrujących granicach”, które to w latach 90. zostały jeszcze bardziej uszczelnione, aby zatrzymać uchodźców i niepożądanych emigrantów przybywających „za chlebem”.
 
Drugie podejście do wyjaśnienia przyczyn obecnego kryzysu nawiązuje do niepokojów na szczeblu instytucjonalno-politycznym, które spowodowało przejście krajów członkowskich Unii na deflacyjną politykę niskich płac, demontaż systemu ubezpieczeń społecznych i powierzenie dóbr publicznych w ręce klasy posiadającej. Taki obrót spraw był ostatecznie możliwy tylko dzięki temu, że poparła go cała gama partii wywodzących się z lewicy. Zaangażowały się weń liczące się odłamy instytucjonalnej lewicy w rodzaju socjaldemokratów, eurokomunistów i Zielonych. Początkowo partie socjaldemokratyczne Europy Południowej zmieniły orientację z opiekuńczego keynesizmu na doktryny radykalnej gospodarki rynkowej. Następnie eurokomuniści odżegnali się od zmagań klasy pracującej  i ruchów społecznych tego okresu i zaczęli popierać polityki oszczędnościowe, które umacniały ich własne gospodarki narodowe. Zaledwie dekadę później partie Zielonych, które wyłoniły się z tych nowych ruchów społecznych, również zaliczyły podobny zwrot. Na początku nowego tysiąclecia partie socjaldemokratyczne państw centrum, zwłaszcza Socjaldemokratyczna Partia Niemiec i brytyjska Partia Pracy, podążająca w ślady Margaret Thatcher, także w końcu obrały nowy obowiązujący kierunek na drodze Europy do kapitalistycznej restrukturyzacji.
 
Ta radykalna odbudowa rynku miała katastrofalne skutki polityczne. Ponieważ miała poparcie instytucjonalnej lewicy, wyrządziła ogromne szkody całej rzeszy krytycznie nastawionych elementów w społeczeństwie europejskim, z których te ostatnie dopiero zaczynają się otrząsać. Po drugie kolejnym efektem było to, że dwie trzecie społeczeństw krajów członkowskich Unii straciło reprezentację polityczną w demokracji pośredniej: struktury parlamentarne wraz z klasami politycznymi w dużej mierze utraciły społeczne podstawy swojej racji bytu. Po trzecie, pozwoliło to  konserwatywnemu skrzydłu elit władzy przedstawiać się jako „umiarkowany” wariant systemu rządowego: w końcu odbudowę gospodarczą poparł cały szereg dawnych partii lewicowych. Pozwoliło to „umiarkowanym konserwatystom” przyciągnąć do siebie część klas niższych poprzez umiejętną grę na populistycznych emocjach w takim stopniu, aby klasy te nie zwróciły się natychmiast w stronę skrajnych ruchów nacjonalistycznych lub faszystowskich i nie dostarczyły im w niektórych przypadkach znaczącego poparcia. Od tej pory trudno jest na gruncie instytucji politycznych nawet w przybliżeniu odróżnić w wiarygodny sposób „lewicę” od „prawicy”.
 
Co możemy zrobić?
 
Dramatyczne skutki, jakie programy oszczędnościowe wywarły na instytucje polityczne sprawiły, że palące stało się pytanie o to, czy istnieją dla nich praktyczne alternatywy. Rzut oka na debatę o takich alternatywach, która miała miejsce przede wszystkim na peryferiach strefy euro po wprowadzeniu programów oszczędnościowych, pozwala wyróżnić trzy główne koncepcje poddane  pod dyskusję.
 
Po pierwsze, wycofanie się danej gospodarki narodowej (Grecja, Włochy itd.) ze strefy euro, powrót do waluty narodowej, upaństwowienie banków i wprowadzenie programu odbudowy narodowej.
 
Po drugie, wstrzymanie programu oszczędnościowego, ogłoszenie moratorium spłaty zadłużenia, upaństwowienie sektora usług finansowych oraz otwarcie drogi do negocjacji na temat daleko idącej redukcji długu bez jednoczesnego opuszczania strefy euro. Koncepcję tę popiera przede wszystkim skrajna grecka lewicowa koalicja Syriza.
 
Po trzecie, wspólne opuszczenie strefy euro przez państwa członkowskie leżące w basenie Morza Śródziemnego, wprowadzenie dla tego bloku nowej waluty i zbudowanie Strefy Południowej jako unii gospodarczej opartej o polityczne podstawy.
 
Naszym zdaniem wszystkie trzy propozycje niosą za sobą poważne wady i znaczne zagrożenia. Jednostronne wycofanie się ze strefy euro byłoby „terapią szokową ze strony lewicy”, w krótkim czasie prowadząc do upadku gospodarczego z powodu izolacji międzynarodowej, klęski głodu i cofnięcia się w szeregi państw rozwijających się. Z drugiej strony koncepcja Syrizy wydaje się nam nierealna: pojedyncza peryferyjna gospodarka narodowa nie jest w stanie przeciwstawić się dyktatowi władz Unii mających poparcie państw centralnych. Niechybnie czekałoby ją poniżające uwstecznienie. Aby oszczędzić swojej partii takiego obrotu spraw wielu zwolenników Syrizy nie poszło głosować w ostatnich wyborach parlamentarnych. Jednak naszym zdaniem nawet blok państw śródziemnomorskich nie miałby potencjału ekonomiczno-politycznego potrzebnego, aby na dłuższą metę zmierzyć się z izolacją i konkurencją na arenie międzynarodowej.
 
Co znamienne, podobne propozycje wyjścia z kryzysu pojawiają się również w państwach centralnych. Jednak tam są one wysuwane przez konserwatywne narodowe skrzydło establishmentu. Przyświecają im zupełnie inne intencje, lecz rozwiązania proponowane w zakresie polityki pieniężnej są lustrzanym odbiciem jedne drugich.
 
Jak zatem miałaby wyglądać wiarygodna perspektywa? Naszym zdaniem musiałaby spełniać cztery  podstawowe warunki. Przede wszystkim powinna wyjść naprzeciw masowym oporom przeciwko obarczaniu kosztami kryzysu biedniejszych klas społecznych, które w ostatnich latach rozwinęły się i umocniły w wielu krajach Europy. Po drugie, powinna uwzględnić interesy wszystkich warstw klas podporządkowanych – zarówno pracujących, jak i niższej klasy średniej. Po trzecie, powinna przedstawić „zdecydowane reformy” wszystkich dziedzin życia społecznego, gospodarczego i kulturalnego i powiązać je z rozważaniami na temat federalnej, zdemokratyzowanej Europy. Po czwarte wreszcie, powinna nawiązać łączność z ruchami społecznymi na całym świecie, aby położyć kres erze eurocentrycznej polityki mocarstwowej. Tylko spełniając cztery powyższe kryteria dojdziemy do wiarygodnej alternatywy, która zniesie tamę postawioną oporowi społecznemu i uruchomi radykalny przewrót.
 
Poniżej przedstawiamy zarys możliwego programu działań, poczynając od defensywnych postulatów masowego oporu społecznego, czyli wstrzymania programów oszczędnościowych, moratorium spłaty zadłużenia oraz konieczności udzielenia pierwszej pomocy w celu przeciwdziałania rozpowszechnianiu się gwałtownego i powszechnego zubożenia.
 
1) Środki mające na celu przezwyciężenie kryzysu euro i nierówności wewnątrz Europy: przeniesienie całości długu publicznego i prywatnego powyżej pewnego progu do europejskiego funduszu spłaty długów tak, aby umożliwić znaczne cięcie zadłużenia, przy czym stratami byliby obciążeni wierzyciele. Wyemitowanie standardowych euroobligacji przez Europejski Bank Centralny. Przekształcenie Europejskiego Mechanizmu Stabilizacyjnego w Europejski System Rozrachunkowy, do którego kraje wpłacać będą znaczną część swoich nadwyżek bilansu płatniczego. Po wprowadzeniu tych środków ratunkowych, co wykazano w punktach poniżej, znikną wewnątrzeuropejskie fluktuacje strukturalne bez konieczności dodatkowej interwencji. Tocząca się obecnie gorąca dyskusja wokół wspólnej waluty również straci na znaczeniu wobec powyższych rozwiązań, jako że waluta zostanie zredukowana do funkcji zwykłego środka płatniczego.
 
2) Ujednolicenie warunków i czasu pracy oraz wynagrodzenia na szczeblu europejskim: spowolnienie tempa i rytmu pracy. Radykalne zmniejszenie liczby godzin pracy bez straty wynagrodzenia. Zmniejszenie różnicy w dochodach do proporcji 1:10, a następnie 1:5 przy jednoczesnym podniesieniu płacy minimalnej i przejściu na liniowy wzrost płac.
 
3) Przywrócenie ubezpieczeń społecznych i godności: wprowadzenie w całej Europie, na początku częściowo, powszechnego ubezpieczenia zdrowotnego, podniesienie wysokości świadczeń emerytalnych oraz progów uprawniających do zasiłków. Stanowiłoby to punkt wyjścia do budowy systemu powszechnej podstawowej opieki społecznej, która pozostawałaby w gestii władz samorządowych i regionalnych.
 
4) Redystrybucja kapitału społecznego z góry na dół: znaczący wzrost podatku od dochodów kapitałowych, przywrócenie podatku majątkowego w całej Europie, progresywne opodatkowanie spadków oraz transfer spadków o milionowej wartości do lokalnych funduszy kulturalnych i społecznych, znaczący wzrost najwyższej trzeciej części podatków dochodowych i trwałe wprowadzenie podatku od transakcji finansowych płaconego na wszystkich rynkach kapitałowych.
 
5) Zakaz ucieczki kapitału i upaństwowienie inwestycji: wprowadzenie kontroli przepływu kapitału w pierwszej fazie przepływu, upaństwowienie wszystkich sektorów gospodarki o strategicznym znaczeniu – głównych banków, koncernów medialnych, obszarów o kluczowym dla gospodarki znaczeniu, takich jak technologie informacyjne i komunikacyjne, energia, transport i spedycja – jak również wszystkich firm międzynarodowych działających w sektorze eksportu. Idąca za tym decentralizacja i regionalizacja całej gospodarki i przeniesienie jej pod niezależny zarząd społeczny.
 
6) Przywrócenie własności dóbr publicznych: upaństwowienie wszystkich dostawców infrastruktury, energii i usług komunalnych na poziomie władz samorządowych i ich stowarzyszeń,  regionalizacja służby zdrowia, szpitali i edukacji. Upaństwowienie internetu, mediów cyfrowych oraz wszystkich nowinek naukowych i technicznych.
 
7) Równość płci
Sukcesy, jakie w ciągu ostatnich dekad odnosił Ruch Kobiet, od czasu rozpoczęcia kryzysu są zagrożone przez wzrost męskiej agresji, wykorzystywania seksualnego i przemocy domowej. Potrzeba zdecydowanych kroków. Proponujemy skupienie się w pierwszej kolejności na materialnym i społecznym dowartościowaniu zajęć, w których od zawsze dominują kobiety (niepłatny i nisko płatny trud macierzyństwa). Na tej podstawie można będzie wdrożyć i utrwalić równość kobiet na wszystkich szczeblach życia społecznego, gospodarczego, politycznego i kulturalnego.
 
8) Intensyfikacja polityki proekologicznej: zniesienie nieudanych wolnorynkowych prób regulacji (ograniczenie emisji zanieczyszczeń etc.) i zastąpienie ich uwzględnieniem całkowitych kosztów wynikających z eksploatacji zasobów naturalnych zarówno w kalkulacji kosztów biznesowych, jak i makroekonomicznych. Przyspieszenie ekologicznych przemian procesów produkcji i reprodukcji, zwłaszcza w rolnictwie i hodowli zwierząt. Ograniczenie ilości transportu i zużycia energii za pomocą obniżenia tempa wzrostu i regionalizacji.
 
9) Zniesienie rygoru systemu Schengen
Układ z Schengen mówiący o kontroli granic powinien być niezwłocznie zniesiony, a jego paramilitarna infrastruktura („Frontex”) i system baz danych rozwiązane. Podobnie należy  zrezygnować ze wszystkich wewnątrzeuropejskich instytucji zaangażowanych w analogiczny sposób w utrudnianie i zwalczanie przepływu uchodźców i emigrantów.
 
Nie ulega wątpliwości, że podwaliny przedstawionego tu programu działań wymagają wspólnego mianownika, łączącego je politycznie. Tylko nowy organizm polityczny jest w stanie zapewnić programowi należną spójność. Naszym zdaniem jedyną poważną propozycją byłby układ post państw narodowych. Nie może on powstać na gruncie struktur Unii Europejskiej, ponieważ reprezentują one hierarchicznie zorganizowaną grupę państw narodowych, którym brakuje odpowiedniego poparcia społecznego. Z kolei nasz model jest ukierunkowany zgodnie z zasadami demokracji bezpośredniej, przezwycięża demokratyczny deficyt systemu partyjnego i jest zgodny z zasadami uniwersalnych praw człowieka, społecznych i nie tylko, nie wyłączając prawa do posiadania środków do życia. Co więcej, model ten musi uwzględniać ogromną, uwarunkowaną historycznie różnorodność kulturową starego kontynentu. Naszą propozycję stanowi zatem Republika Federalna Europy, w którą wtopią się istniejące państwa członkowskie. Zostanie ona utworzona na bazie oddolnej demokracji i będzie konstruowana od dołu do góry. Należy rozróżnić cztery wzajemnie połączone poziomy funkcjonowania: władze samorządowe i stowarzyszenia władz samorządowych, kantony, regiony – Bałkany, Europa Środkowo-Wschodnia, Region Śródziemnomorski itd. – oraz samą Federację. Dochód publiczny byłyby rozdysponowany na tych czterech poziomach według ich wagi, przy czym pierwszeństwo miałyby niższe poziomy, mające szczególne znaczenie dla demokratycznej autonomii, podczas gdy Federacja byłaby nieustannie zmuszona do wystrzegania się pułapek klasycznej mocarstwowej i narodowej władzy – armii, kompleksu wojskowo-przemysłowego, agresywnej polityki zagranicznej itd. Co więcej, należy zapewnić konstytucyjnie ogólną zasadę rozbrojenia i pokoju.
 
Program ten ma szansę powodzenia tylko wtedy, jeśli będzie szedł w parze z konkretnymi procesami uczenia się oporu społecznego oraz wschodzącymi sektorami alternatywnej gospodarki, a także będzie się stale rozwijał i doskonalił z pomocą zdobytego tym sposobem doświadczenia. Wymagać to będzie również inicjatyw społecznych nie ukierunkowanych na partie polityczne i odrzucających wszelkie pretensje do bycia awangardowymi. Zamiast tego powinny one stanowić sieć autonomicznych inicjatyw o niezależnych obowiązkach nawiązujących do programu i założyć Związek na Rzecz Egalitarnej Europy. Apelujemy do działaczy oporu społecznego, zwolenników alternatywnej gospodarki, lewicowo-alternatywnych frakcji związków zawodowych, partii i krytycznie nastawionej inteligencji, aby poparli tę inicjatywę słowem i czynem.
 
Europejskie dziedzictwo oporu antyfaszystowskiego
 
Postulaty te nie są ani wyjątkowe, ani bezprecedensowe. Nawiązują raczej do manifestów kilku lewicowo-socjalistycznych grup oporu, które na początku lat 40. zerwały z destrukcyjnym systemem narodowo-państwowych norm i wartości i opowiedziały się za Republiką Federalną Europy. Nie ulega kwestii, że nie możemy ślepo podążać za ich wizją: zbyt mocno zmieniły się Europa i świat przez ostatnie siedemdziesiąt lat. Śmiało możemy jednak przyjąć za punkt wyjścia fakt, że dzisiejsza Europa, ze swoją biedą i autorytarnymi strukturami, jest rażącym przeciwieństwem wszystkiego, za czym swego czasu opowiadały się wspomniane grupy oporu i w imię czego podjęły walkę z faszyzmem i Europą pod niemieckim panowaniem. To właśnie z tego dziedzictwa czerpiemy, próbując tchnąć w nie nowe życie.
